The USDA, ARS, intends to negotiate on a sole source basis, a six month contract with two three month options, Cost plus Award Fee contract for facilities operations, maintenance and administrative support services at the Eastern Regional Research Center in Wynmoor, Pennsylvania with J. A. Jones Management Services. The contractor will be required to provide electrical, plumbing, HVAC, health and safety, heating, carpentry, pipefitting, janitorial, reception, supply, mail room, asbestos abatement and administrative support services effective April 1, 1999. Award of a bridge contract is required for the following reasons. The services are available from only the original source in the case of a follow-on contract to extend the service for the continued highly specialized services. No other offeror could immediately perform all of the required services within the timeframe and without incurring substantial cost. J.A. Jones is the only feasible source for these services because any other contractor would incur excessive projected duplicated cost and schedule risk to provide the services. There is a collective bargining agreement is in effect governing this site with local #115. This site is under a modernization effort and contractor is required to interface with other contractors onsite. The government is converting it's requirement to meet agency and regulary requirements. To that end, it is vital to the research mission at ERRC that the incumbent continue to provide 0&M support. ERRC's mission is to develop through basic applied and developmental research, new knowledge and technology that will ensure an abundance of high quality agricultural commodities. The research is conducted on agricultural commodities such as, milk, meat, animal hides, wool, fats, oils, fruits and vegetables as well as research on health related problems.
