Environmental Protection Agency is performing a "market search" for a
contractor to provide a occupational medical surveillance for
approximately 225 fields and laboratory employees located in Boston and
Lexington, MA who perform chemically and/or physically stressful
assignments. The contractor's facility must be located WITHIN the city
limits of Boston, MA. The contractor will be required to perform
baseline medical examinations and periodic medical examinations in
accordance with respective regulatory requirements. The periodic
examinations can include a core examination of organ functional status;
substance specific, biologic tests; counseling; and optional services
such as vaccinations, mammography, pelvic examinations, etc. The
contractor must furnish the necessary medical and administrative
services of licensed personnel, including physicians board certified in
occupational medicine; CDC approved, licensed personnel; materials;
test equipment including low dose X-ray and automatic audiometer;
privacy/changing facilities; and record-keeping. The contractor shall
provide the services of at least one female physician to conduct
examinations of females in the event of requests by female
participants. If a male physician is performing an examination of a
female, a female chaperone shall be present. Laboratory tests must be
performed by a licensed and approved clinical laboratory and personnel,
and the laboratory must participate in one or more proficiency testing
programs. The contractor will be required to meet quarterly at the
Boston EPA facility for status updates and to provide periodic written
reports of work. EPA reserves the right to set this action aside for
small businesses. The applicable SIC code is 8099 with a size standard
of $5 million in average annual receipts over the last three years.
ALL INTERESTED SMALL BUSINESSES SHOULD FURNISH STATEMENTS REFERENCING
THEIR CAPABILITIES WITHIN (15) DAYS OF THIS NOTICE. It is anticipated
that a fixed price, indefinite delivery, indefinite quantity contract
will be issued with a total period of performance not exceed thirty-six
(36) months. Small businesses are requested to submit appropriate
documentation that demonstrates their capability to support this
effort. This should include as a minimum: a brief narrative describing
past experience(s) in the field of Occupational Medicine and
Industrial Health; a demonstration of the technical approach and
qualifications for performing the work outlined above; working
knowledge of OSHA regulations and standards regarding the required
physical examinations and biological monitoring; an organization and
function chart identifying responsibilities and activities that will be
conducted in-house, as well as those, if any, that may be subcontracted
( at least 50% of the cost of contract performance incurred for
personnel shall be expended for employees of the concern); resumes and
licenses/certifications of personnel, their availability to support
this program and current commitments to other programs;
documentation(technical reports, customer surveys, etc.) That
demonstrates successful completion of similar programs; and mileage and
ground travel time from EPA's two facilities to the contractor's
facility. It is anticipated that the solicitation will be issued on or
around 4/15/99 and that proposals will be due approximately 5/1/99.
This notice will be amended to indicate whether this action will be
set-aside for small businesses or be processed under full and open
competition. Interested parties may obtain a copy of the solicitation
by submitting a written request. Telephone and fax requests will not be
honored. Firms must identify their size status when requesting a copy
of the solicitation. Firms who fail to do so shall be considered to be
large businesses. A limited number of copies are available. Only one
copy shall be issued to a corporate entity, regardless of the number of
requests from one or more different geographic locations. Copies will
be issued on a first come, first serve basis. A copy of the preliminary
source list will be issued to all prospective offerors along with the
solicitation. A separate request is not necessary. All responsible
sources may submit a proposal which will be considered by the Agency.
