and experience in database design and performance tuning. 35% (3)
Management Approach: Price will be evaluated by the Government, taking

(703)602-2204. STATEMENT OF WORK ELECTRONIC FUNDS TRANSFER SYSTEM 1.
Introduction. On-site contractor support, highly skilled in using the
ORACLE Developer 2000, Designer 2000, and ORACLE WebServer, and the
Oracle RDBMS in Unix SUN E5000 and Microsoft Windows (95, 98 and NT)
environments, is required to support the Automated Funding Document
System (AUTODOC) development, testing, and maintenance staff. Technical
and functional knowledge of AUTODOC, or its predecessor the Electronic
Funds Transfer System (EFTS), is required. The contractor shall travel
to and perform work at both the NAVSEA Logistics Center, Detachment
Atlantic (SEALOGCENDETLANT), Indian Head, MD and NAVSEA Headquarters in
Crystal City. The period of performance/duration of the contract shall
be 6 months, commencing from date of award. The contract end date will
be 6 months from date of award. All work to be accomplished under this
contract is identified in section IV. The government on-site place of

AUTODOC system provides a centralized document data base that contains
all financial documents created and/or reviewed through the NAVSEA
comptroller (NAVSEA 01). The system automates the origination of
financial documents, commitment posting to the DOD Standard Accounting
and Reporting System (STARS), review and approval within the Program
Office, review and signature by NAVSEA 01, forwarding to receiving
activity, acceptance by receiving activity and obligation in STARS. Due
to the DOD mandate of a paperless procurement system the development
schedule for AUTODOC has been accelerated to permit interfacing with
the STANDARD PROCUREMENT SYSTEM (SPS). AUTODOC and SPS will provide
NAVSEA with a paperless procurement system and potentially other Navy
activities will use these same systems to become paperless. 2.1
Hardware. The hardware consists of a SUN E5000 system and Intel based
systems serving as File servers and desktop workstations. 2.2 Software.
The current software consists of the following: Unix Oracle RDBMS,
Release 7.3.X SQL*NET SQL*NET TCP/IP SQL*PLUS Designer 2000, V2.1.2 and
higher Developer 2000 ORACLE WebServer 1. Applicable Documents All
existing AUTODOC and Oracle documentation shall be made available to
the contractor by the government. III. REQUIREMENTS The objective of
this contract is provide the high level technical support necessary to
migrate EFTS from a character based environment to a graphical user
interface in a Web Server environment (AUTODOC). In addition to the
migration effort, AUTODOC is being enhanced to provide Financial
Accounting Data Sheets (FADS) in support of contract and procurement
request documents as detailed in the AUTODOC and FADS functional
requirements specification documents. IV. TASKS 1. General. The
contractor is required to provide technical support during design,
development and implementation of AUTODOC Phase IV in the areas of
systems analysis, design, programming, debugging, testing, maintenance,
installation, documentation and user training. 2. Personnel. The
contractor shall provide highly skilled, technical personnel for the
accomplishment of complex tasks. 3. Scope of Work. The contractor shall
program AUTODOC system enhancements as identified in the AUTODOC and
FADS functional requirements and programming specification documents
developed by the Government. The contractor shall perform technical
analysis, system design and development for the AUTODOC system,
utilizing ORACLE Designer 2000 and Developer 2000. The completed system
will operate in a Web environment utilizing a government provided JAVA
enabled browser. 4. Specific Tasking. The contractor shall perform
specific tasks that include but are not limited to the following: a.
Perform integration testing of Phase IV of AUTODOC and document
results. b. Perform independent Year 2000 (Y2K) testing of AUTODOC and
document results. c. Participate in the development of the
requirement's definition of Phase V of AUTODOC. d. Provide technical
support in the development of Phase IV and V of AUTODOC. e. Provide DBA
support. f. Provide development support following alpha and beta test
of AUTODOC Phase IV. . DELIVERABLES Source and object code, both
electronic and hardcopy, of all programs developed with associated
functional and operationaldocumentation. Documentation supporting
testing results. Documentation supporting requirements definition.
Provide weekly status reports. VI. PERIOD OF PERFORMANCE. The expected
period of performance will be from date of award through 6 months.
VII. Y2K REQUIREMENT The following clause is hereby incorporated:
(NAVSEA) YEAR 2000 WARRANTY -- COMMERCIAL SUPPLY ITEMS (AUG 1997) The
contractor warrants that each hardware, software and firmware product
delivered under this contract and listed below shall be able to
accurately process date/time data (including, but not limited to,
calculating, comparing, and sequencing) from, into, and between the
twentieth and twenty-first centuries, and the years 1999 and 2000 and
leap year calculations to the extent that other information technology,
used in combination with the information technology being acquired,
properly exchanges date/time data with it. If the contract requires
that specific listed products must perform as a system in accordance
with the foregoing warranty, then that warranty shall apply to those
listed products a system. The duration of this warranty and the
remedies available to the contractor's standard commercial warranty or
warranties contained in this contract, provided that notwithstanding
any provision to the contrary in such commercial warranty or
warranties, the remedies available to the Government under this
warranty shall include repair or replacement of any listed product
whose non-compliance is discovered and made known to the contractor in
writing within ninety (90) days after acceptance. Nothing in this
warranty shall be construed to limit any rights of remedies the
Government may otherwise have under this contact with respect to
