The Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River, Maryland has a requirement for on-site messenger services for the Naval Air Warfare Center Aircraft Division, Naval Air Station, Naval Air Systems Command Headquarters, Naval Logistics Industrial Complex, and the Naval Air Warfare Center Aircraft Division Webster Field Annex, St. Inigoes. Messenger service shall include pick-up, sorting, and delivery of all mail, documents, and packages generated by and for these locations. The Government will provide a central dispatch location with the facilities required for the performance of work. The contractor shall furnish all necessary equipment, including hand held computers similar to industry practice (i.e. UPS, FedEx) for capturing signature receipts, manpower, radio-equipment or phone equipped vehicles and any other materials/supplies required for the performance of the contract. The contractor personnel shall wear company uniforms with name and/or logo and consist of long sleeved polo style shirts and slacks for the winter months and polo style short sleeved shirts or T-shirts and shorts for summer months. Uniforms shall include jackets with company name and/or logo and shall be the same color as the standard uniform. This requirement is being procured in accordance with FAR Part 12 as a competitive 100% 8(a) set-aside. The SIC code for this requirement is 4215 and the small business size standard is $18.5M. The anticipated contract will be firm fixed price with a base period and four one-year options to begin on 1 October 1999.
