Narcotics and Law Enforcement Affairs (INL), is seeking an individual
to serve as Eradication and Alternative Development Advisor at the
Narcotics Affairs Section (NAS) of the American Embassy in Lima, Peru
to support bilateral narcotics control projects with the Government of
Peru (GOP). A personal services contract will be awarded for a one
year period, with the option to extend the contract for five years. The
Contractor is the principal coca expert, policy advisor and coordinator
on the coca eradication, coca monitoring, and the alternative
development measuring programs for NAS in Peru. The Contractor
independently conducts cross-organizational and cross-sectoral
negotiations and evaluations of programs. The Contractor is responsible
for program management services to design, develop, plan, and
implement, monitor, and evaluate the coca limitation and reduction
activities for the GOP Special Project for Coca Reduction (CORAH) and
the coca measuring andmonitoring activities of CORAH/CADA under the NAS
Alternative Development Project. Qualificatins include: Completion of
a University Bachelor degree in a related field is required. A Masters
degree is preferred. Prior work experience in law enforcement or
military of at- least five years, with progressively expanding levels
of responsibility, is required. Extensive knowledge of program
development and administration. Prior experience as program officer is
highly desired. Knowledge of program management policies, concepts,
practices and principles in order to analyze and develop
recommendations for program operations and objectives of the U.S.
international narcotics control strategy. The position requires strong
management, drafting, analytical and interpersonal skills and
encompasses the major elements of program management, including
resource management, reporting and analysis, coordination and policy
formulation and execution. Knowledge of and skill in using management
information systems, to include wordprocessing, accounting, data base
management and graphics applications. Knowledge of basic statistics,
accounting, budget and economic principles and techniques. Knowledge of
Embassy organization and complex interrelated activities, as well as
familiarity with programs, organization and operations of other USG
elements involved in the counternarcotics programs, particularly the
military, is required. Knowledge of the political, economic, military
environment of Peru and regional factors affecting the counternarcotics
programs in order to conduct analysis and evaluation of the
counternarcotics operations and develop alternative strategies is
required. Superior skill as a negotiator is required in order to
coordinate widely divergent views, within the USG, UNDCP, EU,
OAS/CICAD, NGOs, and host nation interlocutors. Skill in applying
complex fact-finding analytical and problem solving methods to evaluate
programs and recommend appropriate course corrections. Skill in oral
and written communication to prepare andpresent complex analyses,
recommendations and solutions, including reporting cables, speeches,
proposals and reports. Spanish language fluency at the 3/3 level is
mandatory. The candidate must be capable of receiving a top secret
security clearance and be physically fit to work in and reside in Peru.
