THIS IS A NOTICE OF INTENT TO NEGOTIATE A CONVEYANCE AND UTILITY SERVICE CONTRACT WITH MEMPHIS LIGHT, GAS, AND WATER DIVISION FOR THE PRIVATIZATION OF THE WATER AND WASTEWATER UTILITY SYSTEMS AT NAVAL SUPPORT ACTIVITY MID-SOUTH, MILLINGTON, TN. The proposed action is for the privatization of utility systems in accordance with 10 USC 2688, "Permanent Authority Regarding Utility Systems" and negotiation with that source under FAR Parts 41.2 and 6.302-1. The Contracting Officer can negotiate only with the holder of the sole franchise right in accordance with applicable state laws for the water and wastewater utility systems' ownership, operation and maintenance in the area of NSA Mid-South, Millington, TN.
