Fort Drum is interested in obtaining proposals to produce the Fort Drum Blizzard for two years with 2 two-year option periods. The first newspaper is to be delivered O/A June 24, 1999. The Contractor shall provide all items necessary to print and distribute a weekly civilian enterprise newspaper, published under the provisions of Army Regulation 360-81 at no cost to the Government. The Contractor's desktop publishing, photo manipulation, and word-processing software shall be compatible with Adobe PhotoShop 5.0, QuarkXpress 4.0, and MS Office 97. Fort Drum will select the successful offeror by evaluating the reputation, proven ability, and proposed level of resourcing to be made available to improve/enhance the Installation's weekly newspaper's appearance, layout, quality, and photo reproduction within the professional standards of the industry. Offeror must provide evidence of responsibility, performance capability, and financial stability, to include ability to follow newspaper guidelines. The revenue, which the Contractor receives from the sale of advertisements in the Fort Drum Blizzard, shall constitute full payment for services to the Government. Posted 03/17/99 (W-SN309590).
