Office, Contract@nist.gov. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotes are
being requested and a written solicitation will not be issued. The
solicitation number is 53SBNB960032 and the solicitation is issued as
a request for quotation (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-10. The standard industrial classification
(SIC) Code is 7011. The Contract Line Item Numbers (CLINs) are as
follows: CLIN 0001 The contractor is to supply meeting room, food
services and audiovisuals for the Advanced Technology Program (ATP)
Fall Meeting, November 14 -- 17, 1999. The following are to be priced
by 1 lot: CLIN 0001AA, Meeting room rental; CLIN 0001AB Coffee Breaks
(3 days x 600); CLIN 0001AC Lunch (3 days x 600) CLIN 0001AD Reception
(600) CLIN 0001AE Audio Visual equipment. STATEMENT OF WORK- The
contractor shall furnish the necessary personnel, material, equipment,
services and facilities (except as otherwise specified) to perform the
following statement of work/specifications. The contractor shall
provide space for 75-100 tabletop exhibits and space for registration
for 300 people, beginning at noon on Sunday, Nov. 14, 1999. Throughout
the meeting there should be the exhibit space, meeting space set
theater style for 600 and 15 breakout rooms set theater style for 75
-100 each from 8:00 am to 5 PM on Nov. 15-17, 1999. In addition, there
should be a registration area set with four 6-ft. tables with 2 chairs
at each, 2 trashcans, a message board, a telephone for outside calls,
and 2 easels to be set up throughout the meeting. The contractor shall
provide a slide projector, viewgraph, screen, flip chart, and data
projector in the large rooms and an overhead projector, screen & flip
chart in each of the breakouts. In each meeting room there should bea
podium & microphone and a lavaliere microphone in the large meeting
rooms. The contractor shall provide continuous coffee service on
Monday, Nov. 15, through Wednesday, Nov. 17, for approximately 600
people from 7:30 am -- 4:00 PM, with coffee, tea, decaf, assorted
breakfast breads (may include donuts, muffins, croissants, bagels) in
the morning and soft drinks and cookies in the afternoon, located
outside the meeting rooms in a convenient, centrally located area.
There should also be a reception with finger foods and a cash bar on
Monday, Nov. 15, from 5:30 -- 7:30 PM in the Exhibit Area. The
attendees should be served a buffet lunch each day from Monday, Nov. 15
-- Wednesday, Nov. 17, at noon. The contractor shall provide 250
sleeping rooms, to be paid by the individual attendees, for arrival on
Sunday, Nov. 14, and 300 sleeping rooms, to be paid by the individual
attendees, for arrival on Monday, Nov. 15, with departure on
Wednesday, Nov. 17. The sleeping rooms should include some rooms at the
maximum allowable Govt. per diem rate. The majority of the rooms will
be singles. The offeror shall include the same warranty terms offered
to the general public in customary commercial practices. The provision
at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to
this acquisition. FAR provision 52.212-2, Evaluation -- Commercial
Items applies with the following specific evaluation criteria: (i)
Technical capability to meet the Government requirement (Ability to
provide meeting function space, Ability to provide required food
service, Ability to provide required sleeping rooms); and, (ii) past
performance. Technical and Past Performance, when combined are
significantly more important than price. Evaluation of the specific
evaluation criteria will be based on information submitted in response
to this RFQ. It is recommended that information be included which
demonstrates that the services to be provided meet all the requirements
identified in this combined synopsis/solicitation. In addition, past
performance will be evaluated (include contact points, telephone
numbers, and a description of the items). Information which merely
offers to furnish an item in accordance with the requirements of the
Government or does not address a requirement contained herein will be
evaluated based on this information or lack of information. Offerors
are cautioned to submit quotes on the most favorable basis, since the
Government may elect to make an award without further discussions or
negotiations. Award shall be made within 30 days after receipt of
quotes; and to the offeror submitting the best value to the government.
The clause at 52.212-4, Contract Terms and conditions-Commercial Items,
applies to this acquisition. FAR clause 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items, applies to this acquisition and includes the
following FAR clauses: FAR 52.222.26, Equal Opportunity; FAR 52.222-35,
Affirmative Action for Special Disabled and Vietnam Era Veterans; FAR
52.222-37, Employment Reports on Special Disabled Veterans and Veterans
