Action Construction Project -- Non-Time Critical Removal Action
(NTCRA), Eastern Surplus Superfund Site, Meddybemps, Maine. The Eastern
Surplus Site is a federal Supefund site listed on the National Priority
List. As part of the U. S. Environmental Protection Agency's (EPA)
Response Action Contract (RAC) in EPA's Region I, Tetra Tech NUS, Inc.
(TtNUS) intends to award a subcontract to complete disposal of soils
contaminated with PCBs and VOCs [predominantly with tetrachloroethylene
(PCE) and trichloroethylene (TCE)]. The work also includes the
construction of a groundwater extraction and treatment system for the
removal of PCE and TCE using granular activated carbon and removal of
dissolved metals using contact oxidation. The treatment system will be
housed in a building to be erected by the subcontractor. Other related
work includes site preparation, installation and maintenance of erosion
and sedimentation controls, and site restoration activities (seeding
and planting). Interested offerors are invited to request in writing a
Qualification Questionnaire. Such written requests shall be submitted

258-5886. Only written or fax requests will be accepted. Questionnaires
will be evaluated to establish a list of qualified prospective
offerors, who will be invited to submit proposals for the NTCRA.
Qualification factors are as follows: A. Financial stability of the
firm and ability to provide performance and payment bonds; B.
Availability of adequate numbers of qualified and trained personnel; C.
Availability of adequate construction, analytical, and safety
equipment; D. At a minimum, compliance with OSHA Standard
29CFR1910.120, as well as any other related federal, state, and/or
local requirements; E. Evidence of satisfactory completion of five
remedial projects of a similar size, scope, and complexity, relativeto
the excavation, transportation, and disposal of contaminated soils and
to the construction of the groundwater extraction and treatment system
portions of the work. In order to be qualified, a firm must meet the
qualification standards in each of the five areas. Completed
questionnaires must be received no later than 4:30 PM Eastern Time on
April 15, 1999, in order to be evaluated. The completed questionnaire
may include attachments to provide complete, concise, and relevant
information. Requests for proposals will be issued only to qualified
firms on or about April 28, 1999. A mandatory pre-bid conference with
a site tour will be held on or about May 7, 1999. Proposals will be due
on or about May 24, 1999, with announcement of the subcontract award on
our about June 1, 1999. Mobilization/site work is expected to commence
on or about June 14, 1999. A fixed price subcontract will be awarded
to the offeror whose proposal is most advantageous to the EPA and to
TtNUS, price and other factors considered. The estimated subcontract
