combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). Item 1 --
One (1) each of 5 kilowatt induction heating system with the following
specifications: The induction heating power supply shall have 100%
solid state RF and control circuits for operation on 220 volts, 60 Hz,
3 phase AC in a bench top cabinet. This system shall be capable of
automatically and continuously tuning the system to the resonant
frequency of the tank circuit to maximize energy transfer into the work
piece for the purpose of brazing and soft soldering. 1. Power output
shall be at least 5 Kilowatts and rated for continuous duty operation.
This power supply shall be tested in accordance with IEEE Standard No.
54 and exceed all ANSI, FCC, and CE emissions specifications. 2.
Operating frequency range shall be 50 to 450 Kilohertz. 3. The power
supply and work coil shall be water cooled. 4. The power supply shall
be supplied with the following: 4.1. Remote Heat Station 0.66mf with 15
feet of interconnecting power and control cable. 4.2. Remote Pendant
Station containing Heat On and Heat Off pushbutton switches, and heat
indicators, with 6 foot cable. 4.3. Automated system I/O incorporating
the following minimum features: 4.3.1. Heat On / Off Control 4.3.2.
Ready Status 4.3.3. Interlock 4.3.4. 4-20 mA input for automatic
temperature control 4.4. Front panel operating controls shall include
the following minimum features: 4.4.1. AC line breaker. 4.4.2.
Pushbuttons for heat on, heat off, and system ready controls. 4.4.3.
Voltage Control. 4.4.4. Timer Control. 4.4.5. Digital display showing
all critical operating parameters of DC Voltage, DC Current, DC Power
(kW), Operating Frequency, Timer, and Internal Diagnostics. 5. Custom
water-cooled 4-turn helical work coil. 6. Water to water
non-refrigerated heat exchanger (on casters) shall include the
following minimum features: 6.1 Adjustable temperature control from 5oC
to 35oC and temperature stability of 11oC. 6.2. Positive displacement
pump (3 GPM). 6.3. High temperature and low level safety switches. 6.4.
Reservoir with 1 gallon volume 6.5. Water modulating valve. 7. Spare
parts kit for single power supply shall include: 7.1. Spare hardware.
7.2. Fuses. 7.3. Flow switches. 7.4. Plastic tubing. 8. The induction
heating system shall be supplied with 2 copies of the following
documentation: 8.1. Electrical schematics of all components and
interconnecting cables. 8.2. Operating instruction manuals. 8.3.
Maintenance manuals. 9. The induction heating system shall be delivered
and installed at NASA Langley Research Center, Hampton, Virginia in
Building 1267A, Room 130. All documentation (Item #8.) shall be
delivered with the system. Item 2 -After the system is in place and all
electrical and plumbing connections have been made by the Government in
accordance with the system manuals, the equipment manufacturer shall
provide the services of a field service technician on-site for up to
two (2) days. The technician shall provide technical direction and
instruction in the operation and maintenance of the equipment. The
Contractor shall provide these services within 4 weeks of notification
by the Government that the installation is complete. Installation of
the system may take up to 6 months from the date of receipt of the
system. The provisions and clauses in the RFQ are those in effect
through FAC 97-10. This procurement is a total small business
set-aside. The SIC code and the small business size standard for this
procurement are 5075 and 100 employees respectively. The quoter shall
state in their quotation their size status for this procurement. All
qualified reponsible small business sources may submit a quotation
which shall be considered by the agency. Delivery of the system and
associated documentation to Langley Research Center is required within
30 days ARO. The technical direction and instruction is required
within 6 months of system delivery and 4 weeks of Government
notification that system installation is complete. Allow partial
payment. Delivery shall be FOB Destination. The DPAS rating for this
procurement is DO-C9. Quotations for the items(s) described above may
be mailed or faxed to the identified point of contact [or bid
distribution office, by the date/time specified and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. Please note that payments are to be made by electronic funds
transfer, accordingly, you must provide the mandatory information for
electronic funds transfer with your representations and
certifications. Failure to provide this information may delay or
prevent the receipt of payments through the Automated Clearinghouse
Payment System. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3
may be obtained via the internet at URL:

applicable. FAR 52.212-5 is applicable and the following identified
clauses are incorporated by reference. 52.222-3, 52.233-3, 52.222-26,
52.222.36, and 52.225-3. Questions regarding this acquisition must be
submitted in writing no later than March 24, 1999. Quotations are due
by 4:30 p.m., local time April 2, 1999 to the address specified above..
Award will be based upon overall best value to the Government, with
consideration given to the factors of proposed technical merits, price
and past performance; other critical requirements (i.e., delivery) if
so stated in the RFQ will also be considered. Unless otherwise stated
in the solicitation, for selection purposes, technical, price and past
performance are essentially equal in importance. It is critical that
offerors provide adequate detail to allow evaluation of their offer
(see FAR 52.212-1(b). Quoters must provide copies of the provision at
52.212-3, Offeror Representation and Certifications -- Commercial Items
with their quote. See above for where to obtain copies of the form via
the Internet. An ombudsman has been appointed -- See Internet Note
"B". (Prospective quoters shall notify this office of their intent to
submit a quotation [OPTIONAL]). It is the quoter's responsibility to
