Weapons Division (NAWCWD), China Lake, CA intends to procure Kineto
Tracking Mount (KTM)Video Trackers using an Indefinite Delivery
Indefinite Quantity 3 year contract. The video trackers will be
installed in NAWCWD designed VME controllers which will be used
primarily with tracking mounts on the land and sea ranges of NAWCWD.
Video input will conform to RS-170 or NTSC (minus the subcarrier in the
picture area). The tracker boresight error (target position
information) output will be passed over a VME bus to the KTM RTM
computer card which will use it as the basis for control of the azimuth
and elevation servo systems of the KTM while in the auto-track mode. A
wide variety of targets will be tracked ranging from aircraft,
missiles, bombs, parachutes, flares, etc. The background during any
single event can change from sunny clear sky, to clouds or mountains
and may include manmade clutter objects, such as poles, wires,
buildings, motor vehicles, etc. The source of the video images may be
visible or infrared cameras. Items shall be delivered within 120 days
following date of order. The video trackers must contain the following
specifications: 1) ELECTRICAL INTERFACE -- VME: Standard 6U x 160 mm
(pin I/O IAW IEEE STD 1014-87) (Video tracker is a slave to system CPU
and must pass data directly on VME bus.), Serial: RS-232 and RS-422
compatible, Functions: same as those available by VME control, Format:
Asynchronous, Baud Rate: 9600, 19,200, or 38,400, Digital video input:
differential (RS-422 or similar), 12 parallel bit minimum; 2)VIDEO
INPUT: Quantity 1 minimum, Format: Composite Video (1.0 Vp-p, 525 Line,
60 Hz), Standards: RS-170, NTSC, Impedance: 75 Ohm, Accessible: via
user pins on VME P2 connector, Input video digitization: at least 256
grey levels (8 bits minimum); 3) VIDEO OUTPUT: Single channel: Input
video with symbology and overlay and selectable enhancements within
detect/track window, Format: Composite Video (1.0 Vp-p, 525 Line, 60
Hz), Impedance: 75 Ohm, Active Track Area: 90% of image raster;
4)PERFORMANCE FACTORS: Data update: 60 Hz, Video Track Region: 90% of
512 x 240 pixel screen, Target to boresight error latency: <10 msec
after the track gate trailing edge, 5)TARGET ACQUISITION: Target size:
1 x 1 pixels <Tgt<200 x 100 pixels and contrast >1.5%, S/N: 4
minimum, Discriminates: target size, intensity, speed, direction of
motion, Target Greyscale: white, black or bipolar with software
programmable contrast threshold; 6)TARGET TRACKING: Window/Gate size:
6 x 3 pixels to 200 x 100 pixels, controlled by algorithm with manual
override available, Target Greyscale: white, black or bipolar with
software programmable contrast threshold, Break Lock Mode:, Tracking
Algorithm: centroid, correlation (shape tracking with phasing), edge
track; 7)STANDARDIZED VIDEO TAPE PERFORMANCE: 5% Target, uniform
background: Breaklock-1.5% contrast, Reacquisition-2.5% contrast, 1%
target, uniform background: Breaklock-3.5% contrast, Reacquisition-5.5%
contrast; 8)SOFTWARE SETUP:Target Greyscale: Auto (black, white,

supplied with separate setup and mode control software, to run on a PC,
in order to setup the video tracker in different configurations, for
evaluation of tracking modes during integration., Deliverable
documentation shall include definition of all setup and mode control
commands and shall include source language examples of all setup and
mode control commands.; 11)POWER (Supplied from VME bus): +5 Vdc: 5 A
max, +/- 12 Vdc; 1.0 A max; 12)Y2K COMPLIANCE: The video tracker
defined by this specification must be Y2K compliant; 13)MECHANICAL:
Number of VME slots: 2 maximum (the two cards must not use the VME bus,
P1, to communicate with each other. They may not be located in adjacent
VME slots), Card Format: 6U x 160 mm, Card width: 4T(20.1mm or 0.79
inch); 14) ENVIRONMENTAL: Operating: 0 degrees C to 50 degrees C,
Storage: -20 degrees C to 55 degrees C, Humidity: 95% non-condensing,
Conformal coating: The video tracker card(s) shall be conformal coated.
A product demonstration may be required for final selection. A
solicitation conference and site visit will be held on 20 April 1999
from 9:00 a.m. to 3:00 p.m. A request to attend the solicitation
