Hinchberger, Contracting Officer (i) This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. (ii) Solicitation NMA30199R0225 is
issued as a request for proposal (RFP). (iii) The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-11. (iv) This solicitation is set aside
for small business. The applicable SIC code is 3571. The applicable
size standard for small business eligibility is 1,000 employees. (v)
Contract Line Items are as follows: 32 ea Computer Workstations w/specs
as described in paragraph (vi), below. (vi) Workstations shall conform
to the following specifications: 1) Intel Pentium II 400Mhz CPU
w/fan;2) ASUS Dual Motherboard;3) 128MB PC100 Memory;4) 1.44 Floppy
Disk Drive;5) 17.2GB IDE Maxtor Hard Drive;6) Diamond Stealth V550
AGP/16MB Video Card;7) PS/2 Keyboard and Mouse;8) ATX Mid Tower Iwin
Case;9) 40x CD-ROM;10) Iomega IDE Zip Drive;11) 3COM 905TX Network
Interface Card; 12) 19" .26 Relisys Monitor;13) 3 Year Maintenance
Service Contract. Proposals shall be F.O.B. Destination. (vii)
Workstations shall be delivered to: NIMA COLLEGE(ISC), ATTN: JOHN
FINNEGAN, 5855 21rst STREET, FORT BELVOIR, VA 22060. Delivery shall be
made no later than 60 days after award of contract. (viii) The
provision at 52.212-1, Instructions to Offerors -- Commercial, applies
to this acquisition. (ix) The provision at 52.212-2, Evaluation --
Commercial Items, is applicable. Specific evaluation criteria in order
of importance are 1) Conformance with the specifications listed in
paragraph (vi); 2) Past performance. (x) Offerors shall include a
completed copy of the provision at 52.212-3, Offeror Representations
and Certifications -- Commercial Items, with offer. This clause is

(xi) The clause at 52.212-4, Contract Terms and Conditions --
Commercial Items, applies to this acquisition. (xii) The clause at
52.212-5, Contract Terms and Conditions Required To Implement Statutes
or Executive Orders -- Commercial Items, applies to this acquisition.
(xiii) The following clause will be incorporated into any contract
resulting from this solicitation: Year 2000 Software Compliance (a)
Individually and in combination, hardware and/or software being
provided, modified, maintained, or enhanced under this contract shall
accurately process date/time and date/time-related data(including but
not limited to calculating, comparing, and sequencing) from, into, and
between the twentieth and twenty-first centuries, and the years 1999
and 2000 and leap year calculations, to the extent that other
information technology, used in combination with the information
technology being acquired, properly exchanges data/time data with it.
(b) Hardware and software products, individually and in combination,
shall 1) successfully transition into the year 2000 with the correct
system date, without human intervention, including leap year
calculations; and 2) provide correct results when moving forward or
backward in time across the year 2000. (xiv) CBD Note 1 applies. This
procurement is set aside 100 percent for small business. (xv) Offers
are due no later than April 9, 1999 at 2:00 pm Eastern Standard Time.
