Award to other than current source would result in substantial duplication of cost to the government and unacceptable delays in fulfilling the agency's requirements (FAR 6.302-1). Boeing designed, developed, and fabricted the AST System equipment and owns the aircraft on which it is installed. Boeing has performed the follow-on contracts for data collection.
