Support Office is soliciting quotations from qualified anthropological
contractors and contract organizations to conduct a cultural
affiliation study of Buffalo National River. Conduct of the study will
require the provision of research services and the production of
certain deliverables which are summarized as follows: 1) descriptions
of American Indian groups who may be determined to be culturally
affiliated with the Park and its resources (including collections that
are ethnographically sensitive or NAGPRA-related), including a summary
of the cultural history of each of these potentially affiliated groups
which describes their occupation and use, past and present
(prehistoric and historic), of the area in and around the Park; 2)
descriptions of potentially existing rights arising from treaties,
agreements, and laws, if any; 3) the preparation and submittal of a
professional quality report that presents the research information from
both Phase I (FY1999) and Phase II (FY2000), in addition to submittal
of other required deliverables. Phase II is contingent upon funding.

mandatory deliverables are available upon request. The following
criteria shall be used to evaluate the personnel qualifications of the
Principal Investigator (PI) identified in offers: A) possession of a
doctoral degree in cultural anthropology or equivalent experience; B)
at least 2 years of full-time professional experience in applied
cultural anthropological research; C) demonstrated ability to carry
research to completion, as shown by completed project reports,
conference presentations, and refereed publications in scholarly
journals; and D) demonstrated knowledge of American Indian culture,
prehistory and history within the Ozark Plateau, Central Lowlands,
Ouachita Mountains and Mississippi Alluvial Plains, as shown by prior
research. The following criteria shall be used to evaluate the
technical merit of offers: A) demonstrated knowledge by the Principal
Investigator (PI) of the archeology and cultural anthropology of
American Indian culture and history within the Ozark Plateau, Central
Lowlands, Ouachita Mountains and Mississippi Alluvial Plains, as shown
by successful and completed prior research experience in applied
anthropology research in these topical/geographical areas; B) relevance
and diversity of sources of information identified to be consulted
during this research; C) prior research experience of the PI in
conducting studies for the purpose of establishing the cultural
affiliation of American Indians with defined units of land; D) prior
research experience as a PI in conducting studies for the purpose of
establishing the cultural affiliation of historic and contemporary
American Indian groups with prehistoric and protohistoric cultures; and
E) demonstrated successful prior consultation experience with American
Indians. SIC Code is 8732. The estimated dollar range of this project
for Phase I is $25,000 to $35,000. For Phase II it is $20,000 to
