WCNB, tonya_bradley@nps.gov. The National Park Service (NPS) is seeking
an Architect/Engineer (A/E) firm or organization to develop a Cultural
Landscape Report (CLR) in two phases (Part 1 and [optional] Part 2)
for Wilson's Creek National Battlefield (WCNB), located outside the
town of Springfield, in southwestern Missouri. Solicitation number

project area, WCNB, contains most of the site of a 1861 Civil War
battle; the park now consists of rolling grassland, restored savannah
prairies, and wooded hills covering 1,750 acres. WCNB includes historic
structures and modern facilities, archeological resources, and a tour
road that loops through the area. The National Battlefield was
established in 1960 and is listed on the National Register of Historic
Places. The Service has exerted some effort to restore the landscape
to the circa 1861 appearance. Outside the WCNB boundaries only limited
analysis using remote methodologies of intact landscape features
(i.e., spatial organization, circulation, general land uses) that
relate to the battle will be included. This project will demand an
interdisciplinary team to address and closely integrate the concerns,
management issues, and methodologies for cultural and natural resource
treatment. The goals of the CLR will be to build upon prior research
by conducting research and field investigations to identify the
historic appearance of the WCNB landscape through time (focusing on the
Civil War period); analyzing the historical integrity and period of
significance; assessing the relative integrity of natural vegetation
areas; assessing the fire history of the landscape; developing a range
of alternatives and recommending a preferred alternative for the
preservation, restoration, or rehabilitation treatment for the
landscape as a whole; developing specific recommendations to implement
that overall treatment; developing specific vegetation management
recommendations; andpresenting recommendations for phasing. The
research, analyses, assessments, and recommendations will be presented
in a narrative report with supporting graphics, maps, drawings, and
illustrations, along with an electronic copy (Microsoft Word 6/95+;
ArcView 3.0 or AutoCAD 13+; scanned images) of all of these items. This
project will be phased to coincide with a Government effort to update
the Battlefield's General Management Plan (GMP). Specifically, Part 1
of the CLR will provide the baseline analysis of historical integrity
for the landscape and will recommend a period(s) of significance and
delineate zones of integrity for historic resources and for natural
vegetation during the early phases of the GMP effort. The duration of
Part 1 of the CLR is estimated at May 1999-January 2000 (the duration
of the separate GMP is estimated at March 1999-September 2001). An
optional [dependent upon the availability of funds] Part 2 of the CLR
will support the strategic vision of the preferred alternative
developed in the GMP by providing specific treatment recommendations to
implement that vision as it deals with the landscape. The duration of
optional Part 2 is estimated at October 2000-December 2001. SERVICES:
The A/E will be required to provide the following services either
in-house, or through the use of specialized sub-consultants as needed,
to prepare a CLR for the subject property: historical landscape
architecture, restoration ecology, fire ecology, history, landscape
architecture, local or regional botany or forestry or horticulture,
historical architecture, and support services (i.e., administrative,
fiscal, clerical). TITLE I SERVICES: Preliminary design and design
development will include: [Part 1] 1. Production of a Cultural
Landscape Report, including historical research and field
investigations to supplement the information contained in available
research documents, and to support analyses of integrity and
significance for the historic resources and analyses of integrity and
condition for natural vegetation. 2. Fire history of the WCNB. 3. Maps
illustrating existing conditions (not measured nor survey drawings),
historical development (period plans), and analyses. [Optional, Part 2]
4. Preliminary design plans for WCNB, including preservation treatment
recommendations for the historic landscape as well as accommodation of
contemporary needs for screening, parking, lighting and handicapped
accessibility, etc. 5. Vegetative management guidelines to support any
vegetative restoration recommendation. 6. Conceptual planting plans
for the historically significant house places within the Battlefield.
One product of the final submission will be a camera-ready hard copy
CLR document [i.e., ready for later publication by the Government;
printing not included as part of this contract]. The final submission
will also include an electronic copy (IBM-compatible, Windows 95,
Microsoft Word 6 or 7 format). Any scanned graphics will be in a *.tif
or *.jpeg format, and maps will be in an ArcView 3.0 or AutoCAD 13.0+
format. EVALUATION CRITERIA: The specific criteria to be used in
evaluating the firm's Standard Form 254 and Standard Form 255 in
descending order of importance, include: 1. The applicant's
professional experience and specialized technical competence in the
fields of historical landscape architecture, restoration ecology, fire
ecology, and the disciplines listed above. This experience and
competence will be demonstrated through work (as the prime contractor
or as a sub-consultant or sub-contractor) on integrated historic
landscape preservation and ecological restoration projects for the
National Park Service, other public/government, or non-profit agencies.
2. The professional and academic qualifications of principals and
project staff who will be assigned to the project. 3. The extent of the
firm's recent experience on projects of a similar scope, scale, and
regional context that demonstrate an integrated approach to the
treatment of historic and natural resources. 4. The capacity of the
firm to accomplish the proposed work within the projected time
limitations. 5. The applicant's familiarity with the vernacular
landscape architectural development, ecosystems, vegetation, contextual
history, and vernacular architecture of the Ozark plateau region. This
procurement is open to small and large businesses and is subject to
Small Business Competitive Demonstration Program, Public Law 100-656.
To the fullest extent, the NPS welcomes the participation of small
business firms including woman and minority-owned and operated A/E
firms and encourages large business firms to include small business
firms as part of their team. The government will not indemnify the firm
selected against liability involving asbestos or other hazardous
materials; that is, no clause holding the firm harmless will be
included in the Contract. The Standard Industrial Code (SIC) is 8712.
A/E firms which meet the requirements described in this announcement
are invited to submit a Letter of Interest and completed Standard Forms
254 for each firm and a team Standard Form 255 to Tonya Bradley,
