SYNOPSIS@PHIL.FISC.NAVY.MIL. The Fleet and Industrial Supply Center
(FISC) Norfolk Detachment Philadelphia intends to issue a Request for
Proposals (RFP) for the acquisition of Video Teletraining Network
Services for the Chief of Naval Education and Training (CNET),
Pensacola, FL, for various sites worldwide. Services will require the
vendor to provide management, systems engineering, equipment,
maintenance and support services necessary to establish a video
teletraining network in 37 classrooms at 28 sites in CONUS, with 2
classrooms at 1 OCONUS site, and 3 classrooms for 3 ships. Services
shall also include 14 Facilitators will be required at 13 sites, 1 of
which is OCONUS, and four Hub Technician/Facilitators will be required
at 2 CONUS sites. Small Group Conferencing System services will be
required 8 CONUS sites, and Classroom Computer Workstation Support will
required at 10 CONUS sites. Option quantities for the support services
will also be included in this requirement for additional sites and/or
classrooms. In addition, services shall include Integration of TVRO
Satellite Dishes into the CESN classroom routers and codecs at 4 CONUS
sites. Services are estimated to commence 01 Oct 1999 and continue
through 30 Sep 2000, with two, twelve month option periods. Offers will
be solicited on a full and open competitive, unrestricted basis. It is
intended to award a Firm Fixed Price type contract with option
periods, as well as option quantities within each year. The
Solicitation will require submission of price and technical proposals.
Evaluation for award will consider both price and technical factors.
