RFQ36-99-07 DUE 032999 POC Homer R. Gabard, Contract Specialist, (803)
725-0239. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR subpart 12.6 as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation, offers are being
requested and a written solicitation will not be issued. The
solicitation is issued as RFQ36-99-07 and offers are to be received by
4:30 p.m., 03/29/99. Offers shall be mailed to the address shown in
this announcement or faxed to Homer Gabard at (803) 725-1807. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-10. Following is
description of item(s) including minimum requirements: Item No. 01;
Provide and apply bulk agricultural lime to Department of Energy lands
at the Savannah River Site (SRS) in accordance with the specifications
and contract requirements; Quantity_1,196 acres. Item No. 02; Provide
and spread bulk agricultural fertilizer on Department of Energy lands
atthe SRS in accordance with the specifications and contract
requirements; Quantity_1,406 acres. Sites to be treated are primary
roads, secondary roads, and specified areas at SRS (contact Homer
Gabard for a list of roads and areas to be treated). All landfills and
grassed areas are for the most part unmowed. Contractor shall exercise
caution and care while working to prevent unnecessary conflict with or
potential hazards to road users. A slow moving vehicle sign shall be
clearly posted on all equipment used while on SRS roads. Contractor
shall post warning signs on each end of the road being worked. These
signs shall be moved as needed to delineate the segments of the roads
being worked and at no time shall the signs be located further than 2
miles from active equipment. All equipment used shall be of the type,
size, and in such condition to properly and safely pursue the contract
requirements. The spreader must be capable of deflecting material to
the right when treating roads and other areas as required. There is a
5-ton weight limit at the C-Road landfill site. Bulk Agricultural lime
shall be applied at a rate of one ton per acre and shall be applied
separately from the bulk fertilizer from late March to April 30. Reduce
the application rate of the lime and the fertilizer by half within 100
ft. of wetlands. Bulk fertilizer shall be applied at a rate of 30
pounds of Nitrogen, 20 pounds of Potassium, and 20 pounds of
Phospherous per acre from approximately May 1 to June 30 and shall be
applied separately from the bulk agricultural lime. Materials may be
stockpiled at two locations at SRS designated by the COR after award of
the contract. Vehicles/equipment being used to apply the materials must
have one first aid kit, one ABC five pound fire extinguisher, and some
means of communication (such as, a CB radio, cellular phone, or
two-way radio). Contractor must provide a written Hazard Communication
Plan and MSDS to the CO prior to beginning work and the Hazardous
Communication Plan and MSDS must be at each work site during
application. Pre-Bid Meeting/Site Visit will be at 9:00 a.m., March 24,
1999. Price and past performance/experience are the only factors that
will be considered when selecting a contractor for this project. The
Government reserves the right to award to the offeror providing the
best value to the Government. Award may not be necessarily made to the
offeror submitting the lowest price. Successful offeror will have to
provide Certificate(s) of Insurance for Workers Compensation Insurance,
General Liability Insurance, and Vehicle Insurance prior to award of
the contract. SRS is a restricted access Government facility and all
persons entering SRS must be U.S. citizens. This is a 100 percent Small
Business Set-Aside procurement. Service Contract Act Wage Determination
No. 75-028, Revision No. 15, dated 6/01/1998 applies to this
procurement and may be obtained by contacting Homer Gabard. Offeror
shall submit completed copy of FAR provision 52.212-3, Offeror
Representations and Certifications_Commercial Items (Feb 1999) with
their offer. The following apply to this acquisition: FAR clauses
