synopsis@phil.fisc.navy.mil. The Fleet and Industrial Supply (FISC)
Norfolk Detachment Philadelphia intends to acquire through other than
full and open competition, on a Sole Source basis with Electronic
Sensor and Systems Division of Northrop Grumman Corporation of
Annapolis, MD, Contractor Engineering and Technical Services (CETS).
The statutory authority permitting other than full and open competition
is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. This is a
requirement for CETS to provide various Fleet and shore activities with
48 man months of effort for the purpose of informing, instructing and
training Navy personnel in the installation, operation and maintenance
of the AN/ALQ-14, AN/ALQ-141 Airborne Mine Countermeasures (AMCM)
weapons system, the Post Mission Analysis Station and associated
support equipment for the MH-53 aircraft. The proposed effort will
commence on 1 May 1999 through 30 April 2000 with an option period
beginning 01 May 2000 through 30 April 2001. This effort will be
covered by a new contract and/or modification of the existing contract.
This procurement covers the Government's minimum needs for the relevant
period. Northrop Grumman Corporation is the Original Equipment
Manufacturer (OEM) and the only known source possessing the available
requisite data and specific technical support knowledgeable of this
equipment . Interested persons may identify their interest and
capability to respond to the requirement or submit proposals. This
notice of intent is not a request for competitive proposals, however,
information received within forty-five days of publication of this
synopsis will be considered by the Government. A determination by the
Government not to compete this proposed contract based upon responses
to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for purposes of
determining whether to conduct a competitive procurement. The
Government will not pay for information received. Note 22 applies.
