No solicitation exists; therefore, do not request a copy of a solicitation. The National Aeronautics and Space Administration (NASA), Marshall Space Flight Center (MSFC) is herby soliciting information from potential sources to operate and maintain MSFC's Michoud Assembly Facility (MAF). MAF is a Government-owned, contractor-operated facility on 832 acres in New Orleans, Louisiana. It is home to a variety of tenants which include the Space Shuttle External Tank, other NASA programs, and other Government agencies. Prospective offerors must be able to substantiate their qualifications and capabilities to effectively and cost efficiently prioritize and manage near and long-term operations and maintenance (O&M) activities for this 43-year-old facility in addition to supporting the requirements of tenant organizations and other on-going aerospace ventures at MAF. All activities must be supported without disruption to Space Shuttle External Tank (ET) production and must ensure the viability of MAF to support the Space Shuttle Program, the International Space Station Program, and future large space structure activities. In addition to routine, preventive, and remedial maintenance of grounds and other real and personal property, prospective offerors will be responsible for operating and maintaining an Industrial Wastewater Treatment Facility (IWTF), a harbor for ocean going vessels, and major utility, telecommunications and environmental systems. The prospective offeror will also be responsible for assuring the ET production contractor and the other tenants at MAF remain environmentally compliant with state and federal laws, regulations, and policies. The period of performance will be from September 2001 through Septmber 2006. Interested offerors should submit a capability statement of eight pages or less that outlines and substantiates the firm's ability to successfully perform all aspects of these requirements. Each offeror at a minimum should 1) confirm that it has reviewed and understands the requirements listed above, 2) describe its relevant capabilities, 3) indicate its business size and type (large, small, 8(a), etc.), and 4) provide at least one customer reference from recent or current similar work that the company has successfully completed or is successfully performing. If subcontractors or consultants are to be used, identify the areas of outside expertise required and provide the anticipated percentage of effort to be subcontracted in each area. The capability statement should be concise yet clearly demonstrate the offeror's ability to perform the requirements listed above. RESPONSES MUST BE RECEIVED IN WRITING BY April 9, 1999.
