GENERATOR SET SOL N32205-99-R-6166 DUE 2 April 1999, 11:00 A.M., PST.

Fax 619-553-7695. This solicitation is set-aside 100% for small
business; all responsible sources may submit a proposal which shall be
considered. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR Subpart 12.6,
Streamlined Procedures for Evaluation and Solicitation for Commercial
Items, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a separate written solicitation will not be
issued. Solicitation N32205-99-R-6166 applies and is issued as a
Request for Proposal. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-11. The standard industrial classification code is 7629
and the business size standard is $5.0 million. This requirement is for
a fixed priced contract for one (1) line item as follows: Line Item
0001: Quantity 1 Job; Item description: The Contractor shall provide
one (1) Out-door Emergency Generator Set inclusive of a double-wall
subbase fuel Tank (UL Listed), weather housing, and services of a
qualified electrical technician/engineer to install and provide
electrical drawings and schematics of the Out-door Emergency Generator
at the MSCPAC Building 570. Upon completion of installation, the
contractor shall test the installed emergency generator set to ensure
that the generator is fully operational. The salient commercial
characteristics of the emergency generator set are as follows: The
generator and associated components shall be in compliance with ISO
9001, NEMA, IEEE, and ANSI standards as applicable for its intended
use. The generator shall be rated at no less than 62kW, 0.8 PF, 78kVA,
120/208 volt, a brushless alternator with brushless exciter for
excellent load response, and complete with an out door weather housing.
The overall dimensions shall not exceed 106" long x 31" wide x 90" high
to the top of the exhaust silencer. The generator shall have a
double-wall Subbase Fuel Tank (UL Listed), Closed-Top Diked Tank to
contain fuel from an inner tank leak or rupture, an inner tank-leak
alarm kit, and an emergency pressure relief vent kit. The generator
fuel tank shall as a minimum support the generator set for at least 48
hours at full load. Delivery shall be FOB Destination to: Military
Sealift Command, Pacific, 140 Sylvester Rd., Building 570, San Diego,
CA 92106-3521. Completion of installation shall be accomplished within
90 days of award. Acceptance shall be made at destination by the MSC
Technical Representative, Mr. Gregory Dickerson, Phone 615-524-9673..
In the event the unit price and the extended price are ambiguous, the
Government shall use the indicated unit price for evaluation and award
purposes. The provision at FAR 52.212-1, Instructions to Offerors
Commercial Items applies. Addendum to FAR 52.212-1: Paragraph (b)(4),
Technical Description Substitute "Descriptive Literature" for
"technical description"; Paragraph (h), Multiple Awards, delete the
entire paragraph. Substitute "Single Award. The Government plans to
award a single contract resulting from this solicitation. Unless
otherwise provided in the schedule, offers may not be submitted for
quantities less than those specified. The Government reserves the right
to make an award on any item for a quantity less than the quantity
offered, at the unit prices offered unless the offeror specified
otherwise in the offer." The provision FAR 52.214-21, Descriptive
Literature applies. To determine technical acceptability of the
proposed product, offerors shall submit as part of their proposal,
Descriptive Literature of the product being offered. In addition,
provide a technical narrative no more than one page, to describe past
performance/experience with providing and installing generators of
similar kind. Past Performance will be evaluated. Offerors shall
provide the company name, point of contact, phone number or e-mail
address of three (3) references that you have provided same or similar
supplies. Pursuant to FAR 13.301 (c) (3), the Government Credit
Purchase Card (GPC) will be used as a payment method for this contract.
Payments by GCPC shall not exceed $100,000 per invoice. Invoice
submission shall be specified in the contract award document. The
provision at FAR 52.212-2, Evaluation Commercial Items applies. The
Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous to the Government, price and other factors
considered. The following factors shall be used to evaluate offers: (1)
technical capability of the item offered to meet the Government
requirement; (2) Past Performance; and (3) Price. Technical and past
performance when combined are approximately equal to price. Offerors
are required to complete and include a copy of the following provisions
with their proposal (copy of the following provisions may be obtained
from the POC stated herein or by down loading a copy from the internet
