Attendance is limited to four individuals per company. The presolicitation conference will explain the requirements and answer questions from industry. Industry is invited to submit a concept paper to the contracting officer by April 7, 1999, suggesting ideas for contract fee structure. Presolicitation site visit opportunities are being scheduled at sales centers in Edison, New Jersey, and Los Angeles, California. Site visits will be conducted privately with one offeror per available three-hour time slot. Attendance at the site visit is limited to four individuals per offeror. Written preregistration with the contracting officer by April 28, 1999, is required for scheduling the site visits. Offerors will be permitted one site visit only.
