20894 R -- PROFESSIONAL SERVICES IN SUPPORT OF NLM'S OUTREACH EFFORTS TO
ENCOURAGE THE USE OF COMPUTER AND INFORMATION SCIENCE IN MEDICINE POC
Daniel J. Hartinger, Contract Specialist, 301/496-6546 It is the intent
of the National Library of Medicine (NLM) to negotiate on a sole source
basis with Marine Biological Laboratory (MBL), Woods Hole, MA, to
revise the statement of work for existing contract number N01-LM-8-3506
under the authority of 41 U.S.C. 253(C)(1) and FAR 6.302-1. The current
contract is for professional services to train medical educators,
medical librarians, medical administrators, and young faculty in
medical informatics -- the applications of computer and information
science in biomedicine. Under the modification to the existing
statement of work, MBL will conduct annually for the remaining four
years of the contract, a one-week fall course of intensive training at
its Woods Hole facilities for approximately additional 30 health
professionals. The fall course will duplicate the spring course
currently being conducted by MBL under the current contract.
Participants in the training will be exposed to hands-on instruction in
accessing computerized databases, using communication networks,
building and using knowledge bases for expert systems, and working with
software for analyzing biological sequence data. MBL's Woods Hole
facilities attract scientists and students from around the world to
participate in conferences sponsored by educational institutions,
research laboratories, and government agencies. By virtue of its
expertise and sophisticated research training facilities, NLM has
determined that the MBL is uniquely qualified to carry out these
required services in support of NLM's Congressionally mandated outreach
efforts. NLM has determined that MBL is the only source capable of
providing the necessary services. This notice of intent is not a
Request for Proposals (RFP), nor is an RFP available. Telephone/fax
requests will not be honored. See Note(s) 22 and 26. Posted 03/18/99
