Services Administration (HRSA) intends to negotiate on a SOLE SOURCE
basis with the Public Benefit Corporation, District of Columbia Health
and Hospitals, 1900 Massachusetts Avenue, SE, Washington, DC 20003.
This procurement shall be processed in accordance with the Simplified
Acquisition Procedures in Part 13 of the Federal Acquisition
Regulations. The purpose of this procurement is to support "A Model
Demonstration Program for the Development and Training of Health and
Human Services Academy (HHSA) Student Community Outreach Interns." The
contractor shall: submit a plan detailing the proposed program design,
activities and schedule; identify hospital, medical and professional
staff participating in the project; outline the proposed involvement of
HHSA faculty, staff and community partners as advisors, experts,
presenters, mentors, etc.; identify student progress, strengths and
weaknesses observed in the students' academic preparation and
assignment match in developing paraprofessional outreach positions; and
prepare a draft and final report and a briefing on the project. The
Public Benefit Corporation, District of Columbia Health and Hospitals
is deemed the only responsible source capable of providing the required
work and services. The period of performance is six months. A
Justification for Other than Full and Open Competition is on file. The
award shall be made using simplified acquisition procedures. See Note
