Imagery & Mapping Agency's College (NIMC) is actively soliciting from
Industry comments, suggestions and ideas regarding the formulation of
an effective strategy for the acquisition of NIMC contractor support
services. NIMC is seeking to consolidate most of its support services
into one contract vehicle which potentially could have a period of
performance which spans a five year time frame. Industry input at this
early stage in the acquisition planning process is highly desired.
Therefore, in keeping with this proactive market research philosophy,
the purpose of this announcement is to request "White Papers" from
Industry which address this issue. "WHITE PAPER" responses are due by
close of business (COB) April 16, 1999. Our objective is to formulate
and implement an acquisition strategy that will: 1. Maximize the
efficient use of both Government and Contractor infrastructure and
human resources. 2. Provide ideas for an acquisition strategy that can
accommodate the future contracting needs of NIMC as requirements are
defined and/or as government staff responsibilities are out sourced. 3.
Foster a Government and Contractor relationship that promotes teamwork
and rewards innovation. With the creation of NIMA in October 1996,
NIMC evolved into an educational institution consisting of: DEFENSE
MAPPING SCHOOL (DMS) Established in 1972, the Defense Mapping School is
the training arm of the NIMC developing and adapting training in the
Global Geospatial Information Services (GGIS) arena. DMS instructors
experienced in mapping, charting, geodesy (MC&G) and printing
technology are skilled in applying GGIS as a force multiplier. A broad
spectrum of technical expertise exists within DMS, including people
skilled in geodesy, geography, geology, surveying, cartography,
photolithography, offset printing, education, and engineering. DMS
instructors teach in one of three academic departments: 1.The Printing
Technology Branch instructs photolithography, printing and
reproduction equipment repair. 2. TheWarrior Support Branch conducts
courses in terrain analysis, cartography, photogrammetry and geodetic
survey. Courses are also offered in positioning system operations,
digital mapping, MC&G impact on operations, remotely-sensed imagery,
geographic information systems, and MC&G orientation and management. 3.
The Global Geospatial Information Branch presents resident and
nonresident instruction and technical assistance in basically the same
GGIS courses as the Warrior Support Department except that the
emphasis is on production rather than military support of applications.
NATIONAL IMAGERY ANALYSIS SCHOOL, (NIAS) NIAS provides professional
training for imagery analysis and imagery collection requirements
officers for NIMA/IA and customers across the imagery community Imagery
Analysis Branch National Imagery Analysis Course (NIAC) is the 18-week
core imagery analysis training program. The School plans to expand its
curriculum with intermediate and advanced imagery analysis courses
offered for both NIMAand external customers throughout the U.S.
Government. The school trains imagery tasking and requirements officers
and collection managers on the Requirements Management System. The
school intends to transform this systems training curriculum into a
program that trains and certifies tasking and requirements officers for
national imagery collection systems. SCHOOL OF LEADERSHIP AND
PROFESSIONAL STUDIES (SLPS) -- SLPS is the NIMC focal point for NIMA
Career Development Training. This school develops and provides training
to meet non-technical, cross-occupational customer needs. SLPS develops
customized courses, for example: retirement planning, leadership,
management supervision, interpersonal skills, communications, team
building and secretarial skills. TECHNOLOGY AND TRAINING DEVELOPMENT
CENTER (TTDC) The TTDC modernizes and develops courseware and is the
College focal point for managing the integration of hardware, software,
data, and system connectivity. The TTDC functional areas include
curriculum and courseware development, technology integration and
operations, and new systems and application planning areas. (NOTE: The
above description presents a broad picture of NIMC, and is not an
all-inclusive description or statement of NIMC's objectives or
requirements.) Potential services to be identified for contract by NIMC
may be grouped into six categories. Each of the categories are briefly
described below. The NIMC challenge is to ensure that these services
are described and expressed in such a way as to maximize utilization of
overall NIMC and contractor resources in reaching the above stated
objectives. Industry should develop their "White Papers" concentrating
on ideas/concepts which would focus on these services, but are not
restricted to them if there is thought to be a more effective/efficient
approach. CURRICULUM DEVELOPMENT involves the spectrum of instruction
system design from analyzing training requirements through development
and updating new courses or training programs to the point of
delivery.It may also involve course configuration management and
training feedback. TRAINING DELIVERY concerns the selection of the best
means or method of instruction. DISTANCE LEARNING describes
alternatives to resident classroom education and training.
ADMINISTRATIVE SUPPORT is the range of support services from copying or
clerical service to college registrar services. CONSULTING SUPPORT
describes the expertise available for developing concepts of
operations, planning, and other expert studies, analyses, and
recommendations. GENERAL ENGINEERING, ADP, & TECHNICAL are the services
required to support internal College educational and instructional
technologies and their interface to both NIMA and non-NIMA systems.

your submission to no more than three (3) single-spaced typed pages,
(Microsoft Word -- Version 4.0 or lower, Times New Roman, 12 point)
including graphics (unless graphics require smaller type). Please keep
in mind that the government is looking for ideas and concepts, not
minute details. THIS IS NOT A FORMAL SOLICITATION, NOR A REQUEST FOR
PROPOSAL, AND THERE IS NO INTERNET TO AWARD A CONTRACT BASED ON
