NUMBER 1 TO COMBINATION SYNOPSIS/SOLICITATION R-CHI-00331 OF CBD Issue
No. PSA-2302, printed version dated March 15, 1999 as follows: The due
date for receipt of quotations is extended until April 14, 1999, at
4:00 PM Central Time. FAR 52.228-10, entitled Vehicular and General
Public Liability Insurance (April 1994) is applicable. It requires (a)
The contractor at the contractor's expense, to maintain during the
continuance of this contract, vehicular liability and general public
liability insurance with limits of liability for (1) bodily injury of
not less than $250,000 for each person and $500,000 for each
occurrence; and (2) property damage of not less than $100,000 for each
accident and $500,000 in the aggregate (b) The contractor also agrees
to maintain workers's compensation and other legally required
insurance with respect to the contractor's own employees and agents.
CORRECTION OF DELIVERY DATE : Delivery of new leased vehicles shall be
by MAY 31, 1999. However quoters may quote a later delivery with the
understanding that it is an evaluation criteria for contract award as
mentioned in the Evaluation Criteria. CORRECTION OF ALREADY PUBLISHED
CLINS: The total number of 60 vehicles is not changed, however for
clarification, Add "C" TO CLIN VII to an already identified requirement
for a 4-wheel drive (Explorer or Equivalent) (1 each) (Seattle Office)
and correct CLIN VII -- B to an already mentioned requirement for:
Full Size Sedans (Crown Victoria or Equivalent (11 each) for the Fort
Worth HUD Office to read " CLIN VII -- C". CORRECTION: All vehicles
shall have less than 10,000 Miles. CORRECTION OF MONTH-LEASE PERIOD:
Work Performance Period. The contractor's service will be based on a 24
MONTHLY LEASE OR 36 monthly lease funded yearly, subject to funds
availability. Therefore, quotations must be submitted based on a
standard 24 OR 36 monthly lease. The quoters must submit with their
quotations the following : A.) A complete description of cars quoted
and their ability to meet minimum standards and equivalencies and a
statement regarding delivery to each location by MAY 31, 1999 or
alternate date. B.) Prices per type of vehicle for 24 MONTH LEASE OR 36
month lease quoted on a monthly basis. When submitting a quotation
consider that the Government is self-insured and the applicability of
FAR 52.228-8 Liability and Insurance -- Leased Motor Vehicles (Jan
1997) CORRECTION OF DELIVERY DATE: Evaluation Criteria : Factor A.)
Capability of the quoter to provide the kind of vehicles referenced in
this solicitation by MAY 31, 1999 or as close to this date as possible
to the HUD jurisdictions specified. Factor B.) Price. (see FAR
52.219-23 AND 52.228-10 above). Factor C remains unchanged. SPECIAL
ANNOUNCEMENTS: Four agreements are expected to be awarded as a result
of this combined synopsis/solicitation, one for each of the HUD
designated areas: San Francisco (covering San Francisco, Phoenix, Las
Vegas, Oakland, San Diego, Los Angeles), Seattle, Fort Worth and
Chicago. However, there are no limitations as to the number of areas
that a quoter may quote or limitation as to the number of agreements to
receive as a result of this solicitation. All other statements of the
combined synopsis/solicitation already published remain unchanged. As
stated in the original CBD announcement FAR 52.212-1 Instructions to
Offerors -- Commercial Items is applicable. Quoters are encouraged to
submit multiple quotes presenting alternative terms and conditions or
commercial items for satisfying the requirements of this solicitation.
Each quote submitted will be evaluated separately. The Government
intends to evaluate quotes, make an offer and award contracts without
discussions with quoters. Therefore, the quoters' initial quote should
contain the quoter's best terms from a price and technical standpoint.
However, the Government reserves the right to conduct discussions if
later determined by the Contracting Officer to be necessary. The
Government may reject any or all quotes if such action is in the public
interest; accept other than the lowest quote; and waive informalities
and minor irregularities in quotes received. The Government may accept
any item or group of items of an quote, unless the quoter qualifies
the quote by specific limitations. This notice will be posted on HUD's
Internet Home Page since HUD posts all required notices of its
contracting opportunities at http://www.hud.gov/cts/ctsoprty.html.
Potential quoters who download copies of solicitations from HUD's Home
Page Contracting Opportunities will not automatically receive any
amendments to those solicitations. You are advised to check back
frequently to see if HUD has issued any amendment to solicitations you
have obtained. All amendments will be posted on the CBD and on the
