On or about 14 April 1999, this office will issue Invitation for Bids for the construction of House Demolition, Phase IVA, Perry Creek, Sioux City, IA. Bids will be opened on or about 14 May 1999. This solicitation is restricted to small business participation. The work will include the following: (Approx. quantities) The work includes the demolition of 16 houses, salvage of identified items and materials, and removal of resulting rubbish and debris. The existing structures designated for removal shall be removed, including basements and foundation walls, to a depth of 5 feet below existing ground. Designated backfill, suitable material from borrow areas or removed by excavation, shall be placed in all open basements. Lines and grades of finished topsoiled surfaces shall conform to the pre-existing grade prior to excavation. Proper drainage shall be provided. The Contractor shall sample and analyze representative building materials prior to demolition of any structure to determine whether the building debris will pass the Toxicity Characteristic Leaching Procedure (TCLP) for lead. For bidding purposes, the Contractor shall assume that the building debris will pass the lead TCLP and that the debris may be disposed of as nonhazardous solid waste. Asbestos containing materials have been identified in several buildings to be demolished. Friable and Category II ACM shall be removed prior to demolition in accordance with government regulations and USACE specifications. The estimated construction cost of this project is between $100,000 and $250,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 1999: (a) Small Business: 61.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars. (c) Women Owned Small Business: 4.5% of planned subcontracting dollars. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 360 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printedhard copy format.
