Notice is hereby provided of the Government's intention to procure a
new fire alarm system for the Leo O'Brien Federal Building in Albany,
NY. The successful contractor will be required to furnish all necessary
labor, material, equipment and supervision. The building has a total of
9 floors, plus a full finished level and a mechanical penthouse. The
facility's total gross floor area is 242,600 square feet. The proposed
construction includes the removal of the entire existing fire alarm
system and the installation of a new multiplex and addressable fire
alarm system. The new system shall include all wiring, raceways, pull
boxes, terminal cabinets, outlets, mounting boxes, control systems
equipment, alarms, supervisory initiating devices, alarm notification
appliances, and any additional work necessary to complete the project
from specifications and drawings as approved by the Chief Engineer.
Contractor shall comply with all current local, state, federal and
applicable NFPA codes. Work hours will be 70% during normal business
hours and 30% during other than normal building working hours. The
existing fire alarm system shall remain operational until the new fire
alarm system is active for service. Sealed bidding will be conducted
on an unrestricted basis pursuant to the Small Business Competitiveness
Demonstration Program. This procurement is open to competition among
both large and small business concerns. The solicitation will contain
a 10% price evaluation preference for HUBZone small business concerns
pursuant to FAR 52.219-4. The estimated magnitude of this construction
project is between $250,000 and $500,000. The Standard Industrial
Classification code is 1731 and the small business size standard is
$7.0 million. Copies of the specifications and drawings should be
available tentatively April 8, 1999. The cost for each complete copy of
the plans and specifications is $45.00. Make checks payable to the
General Services Administration. Checks will not be cashed provided a
complete copy of the plans and specifications is returned to the agency
not later that five business days following bid opening. Please submit
all requests in writing to the attention of Denise Singletary at the
address provided herein. Contractors are requested to provide a street
address as plans and specifications cannot be delivered to a post
