66 -- DIRECT INSTRUMENT CONTROL SYSTEM(DICONS) VERSION 3.01 SOL N68335-99-R-0194 DUE 040599 POC Ms. Dawn Chartier, Code 2132DC, Mailstop B129-2, (732) 323-2933 The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to enter into negotiations on a sole source basis with Lockheed Martin Information Systems to procure non-developmental copies of Direct Instrument Control System (DICONS) for the Consolidated Automated Support System (CASS). Lockheed Martin is required to provide 2 copies of DICONS version 3.01 on optical disks. In addition, 2 copies of versions 2.1 and 3.0 are to be provided. The Government shall have unlimited rights to make copies of all versions for internal Government use. Each copy of software shall contain the DICONS Users Manual. This manual must be suitable in content and format for use by CASS Navy Enlisted Classification (NEC) 6704 (CASS Operator/Maintainer Technician) and Military Occupational Specialty (MOS) 6467 (CASS IMA Technician) personnel. Lockheed Martin will be required to establish and maintain a technical support hotline for DICONS version 3.01 for a period of 12 months. As the designer, developer and manufacturer of the original DICONS software, Lockheed Martin is the only known company capable of providing the latest version of DICONS. The Government does not own the source code for this software. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
