Naval Reserve Information Systems Office (NAVRESINFOSYSOFF)intends to issue a sole source purchase order under the Simplified Acquisition Procedures procedures to Kumaran Systems, Inc., 701 Evans Ave., Suite 509, Toronto, Ontario Canada for the Kumaran GUI Converter Software Tool, Orientation, Support and 1-year Maintenance. In support of the effort to standardize the Navy Manpower Requirements System with current Oracle database practices, approximately 10 megabytes worth of forms require conversion from Forms 3.0 to the new standard of Forms 4.5. The Kumaran Software Conversion Tool (GUI Converter) has been tested along with numerous alternatives, and the Kumaran Conversion Software requires approximately two-thirds the amount of time and programmer effort per form as the other alternatives, thus facilitating completion on schedule. The Kumaran Conversion Software represents the only acceptable solution. Kumaran Systems, Inc. is the only known source for the GUI Converter Software and Maintenance.
