Congress (LC) requires a financial management system to serve its
FEDLINK interagency program. FEDLINK is a nationwide cooperative of
federal libraries, information centers, and other federal offices
purchasing library and information services through contracts
negotiated centrally by LC. This procurement is to acquire: (1)
financial management system software and ancillary software, and (2)
technical services such as maintenance, training, installation,
implementation assistance and data conversion support. The FEDLINK
financial system shall consist of "off-the-shelf" software (i.e.,
programmed and tested software, available for demonstrations,
commercially available as of March 1, 1999 and Y2K compliant) which
meets standard, federal government-wide financial management
requirements as well as general LC requirements. GSA SCHEDULE is
preferred. LC/FEDLINK's approach is to acquire and install a
comprehensive, coordinated software package -- one that requires little
or no customizing for effective use. The package, or packages, must be
efficiently linked or integrated to meet such requirements as single
point of entry and automated reconciliation, control and audit. A
standard external interface capability must be available and easily
accomplished and maintained within the system. The system needs to be
flexible enough to accommodate changes in FEDLINK program requirements.
FEDLINK is receptive to creative solutions and alternative methods to
processing its transactions. FEDLINK may re-engineer its processes to
optimize the efficient use of the replacement financial management
software. The contractor may team with a partner to provide the
products and services described in the solicitation package. The
solicitation will be issued on or about April 8, 1999. Information
