Directorate of the Defense Supply Center Philadelphia (DSCP) is
soliciting proposals for various Chaplain's Kits and component items.
Kits and their respective min/max quantities and Product Description
numbers are as follows: Item 0001 -- Christian IAW FR/PD 99-05 -- 250
min/1200 max. Item 0002 -- Jewish IAW FR/PD 99-06 -- 75 min/150 max.
Item 0003 -- Catholic Ministry Extender IAW FR/PD 99-07 -- 500 min/1500
max. Item 0004 -- Orthodox Ministry Extender IAW FR/PD 99-08 -- 25
min/150 max. Item 0005 -- Orthodox IAW FR/PD 99-09 -- 5 min/50 max.
Items 0006 through 0035 are all component items and shall be made in
accordance with the respective kit PD. Quantities of the component
items range from a min/max of 5/30 for some metalware or Jewish items,
25/300 for some commercial items, 50/1000 for cloths, 50/1500 for a
reading light. The solicitation will be issued on an Unrestricted basis
and will result in a firm fixed price, Indefinite Delivery/Indefinite
Quantity Type Contract. The contract period will be a one-year base
term and two (2) term options. Delivery timeframes will be 90 days for
the kits and manufactured components, and 14 days for commercial
items. Contractor is required to ship to his own storage facility,
store the items, and ship to worldwide customers from storage. Two
components of the kits will be issued to the contractor as Government
Furnished Material. The contractor is responsible for providing all
other items. The acquisition will utilize the Tradeoff Process (Best
Value Source Selection), which will allow the Government the
flexibility to select a source whose proposal demonstrates the greatest
probability of successful performance. Both technical and price
proposals will be required at the time of solicitation closing.
Technical merit is more important than price. Evaluation factors in
descending order of importance are: Product Demonstration Models
(product samples); Past Performance/Experience; Inventory/Storage Plan
(Bill and Hold); Product Plan; Socioeconomic Considerations; DLA
Mentoring Business Agreements Program; and JWOD Proposal. Expected
solicitation issuance date is approximately 30 April 99. To receive a
