A -- FUZE AIR-TO-SURFACE TECHNOLOGY (FAST) SOL MNK-99-026 POC Linda Weisz, Contract Specialist, (850)882-9039, ext 3206 WEB: contracting division, www.munitions.eglin. af.mil. E-MAIL: Linda Weisz, Contract Specialist; Robert H. Orgusaar, weisz@eglin.af.mil">weisz@eglin.af.mil;orgusaar@eglin.af.mil. The Air Force Research Laboratory will host a "Pre-solicitation Conference" for the Fuze Air-to-Surface Technology (FAST) program; formerly known as Advanced Air-to-Surface Proximity Fuze (Ref Sources Sought Synopsis MNK-99-012). The FAST program intends to develop the next generation technology for precision burst point control of unitary blast/fragment and penetration weapons. The objective of this program will be to design a fuze sensor that can operate in a tail mounted configuration on guided weapon platforms that may or may not employ a nose mounted seeker. The design goals for this program are as follows: Determine height-of-burst (HOB) above ground contour regardless of target structure, have a selectable HOB that can be programmed through the weapon data bus, operate in weapon systems with closing velocities from 50-2500 meters/second, have a near surface burst (NSB) mode that will detonate the weapon just prior to the warhead impacting the ground, provide real-time closing velocity to penetration fuzes, and provide HOB signal, NSB signal, and/or closing velocity signal to tail mounted fuzes on unitary weapons. A robust design is needed that will function correctly in the presence of battlefield Electronic Countermeasures (ECM), Electromagnetic Interference (EMI), battlefield obscurants, and adverse weather. This program will emphasize development of a robust design backed by high fidelity computer simulations and the demonstration of critical components. The period of performance for this effort is anticipated to be 30 months. The conference is scheduled for 28 April 1999, from 0830-1130 Central Time, Bldg 439 Auditorium, Eglin Air Force Base, FL. The intent of the FAST Pre-solicitation Conference is to open communication between the Government and Industry by providing an overview of the program's goals, and obtain input from industry regarding the acquisition. A draft Program Research and Development Announcement (PRDA) will be made available during the conference. Private one-on-one meetings between Government and Industry can be scheduled on the 28 & 29 April 1999. These will take place at the Fuze Branch, Bldg 432, Eglin Air Force Base, FL. Interested contractors may schedule 1-hour blocks of time by contacting Lt. Jeff McGuirk, (850) 882-2005 ext 223, mcguirk@eglin.af.mil . It is anticipated that foreign firms will be excluded from being prime contractors. Potential offerers should, as a minimum, possess and have demonstrated experience in the design and testing of high-resolution, short-range sensors. Access and Storage of Classified material, up to and including Secret, is required. Potential contractors interested in attending this pre-solicitation conference and obtaining a data package for the Fuze Air-to-Surface Technology program must forward a copy of their export control license to Ms. Linda Weisz, Contract Negotiator, 101 W. Eglin Blvd, Suite 337, Eglin Air Force Base, FL 32542-6810; telephone: (850) 882-4294 ext 3404 or e-mail to weisz@eglin.af.mil. Individuals/contractors who fail to comply with this requirement will not be allowed in the conference and will not receive the FAST data package. Please visit the following web site, Contracting Division, to obtain conference maps/directions/instructions: www.munitions.eglin.af.mil. An Ombudsman has been appointed to hear serious concerns from offerers or potential offerers during the proposal development phase of this acquisition. Routine or administrative questions should be directed to the Contracting Officer or Program Manager. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. Potential offerors are invited to contact AFRL/MN's Ombudsman, Lt. Colonel Gary Libell at (850) 882-2872 ext 3420, with serious concerns only. For further information concerning technical aspects, contact Mr. Robert H. Orgusaar, Program Manager, AFRL/MNMF, 306 West Eglin Boulevard, Building 432, Eglin AFB, FL 32542-5430, (850) 882-2005 extension 211, orgusaar@eglin.af.mil. For contractual issues contact Ms. Linda Weisz, Contract Negotiator, (850) 882-4294 ext 3206 or Ms. Vicki Keider, Contracting Officer, (850) 882-4294 ext 3404 or e-mail to weisz@eglin.af.mil or keider@eglin.af.mil or telefax (850) 882-9599.
