competitive Request for Offer (RFO) for an Enabling Technology
Demonstration (ETD) effort to mature innovative Ceramic Matrix
Composite (CMC) actively cooled structural design concepts that offer
significant weight, cost, performance, reliability, and inspection
advantages over baseline Reusable Launch Vehicle (RLV) aerospike cooled
composite nozzle ramps. Less than or equal to 2.0 lb./ft2 areal density
goal has been set for these designs. The effort to accomplish this
objective consists of tasks to select material architecture/concepts;
complete preliminary design concept analysis and selection as well as
the identification of critical enabling technologies. A subsequent ETD
test series is considered essential to focus initial development
activities on resolving those key technologies lacking maturity and are
critical to the successful development of the selected concept. These
tests will support subsequent design, fabrication, and test of a
Manufacturing Technology Demonstrator (MTD) scale-up test article,
approximately 10 inches by 36 inches. The overall effort will culminate
with a Large-Scale Test Article (LSTA) design for potential
incorporation into the baseline RLV nozzle design and development
program. A cost type contract is antiticpated with a base period of
performance of l-year with two, 1-year options. The Government does not
intend to acquire a commercial item using FAR Part 12. See Note 26. The
DPAS Rating for this procurement is DO-C9. The provisions and clauses
in the RFO and model contract are those in effect through FAC 97-10.
All qualified responsible sources may submit an offer which shall be
considered by the agency. The anticipated release date of the RFO is on
or about April 19, 1999 with an anticipated offer due date of on or
about May 19, 1999. An ombudsman has been appointed -- See Internet
Note "B". The solicitation and any documents related to this
procurement will be available over the Internet. These documents will
be in Microsoft Office Suite(Word 6.0, Excel 5.0, PowerPoint 4.0)
format and will reside on a World Wide Web (WWW) server, which may be
