site investigation, design and construction period services to
"Renovate Canteen Services" at the VA Pittsburgh Healthcare System,
University Drive and Highland Drive, Pittsburgh, PA. The intent of this
project for the University Drive site is to expand the retail store and
upgrade the existing cafeteria/dining area. The retail store will
expand in size from approximately 1400 SF to 2500 SF. This expansion
will require major changes to the HVAC system along with upgrades to
the elecrical systems, plumbing systems and architectural finishes. The
current cafeteria area will be converted to a food court setting. To
accomplish this, modifications will be done to the HVAC system and
electrical distribution along with architectural changes. For the
Highland Drive site, the intent of the project will be to renovate the
existing food court. The actual changes to the current area will be
minor. Changes will include architectural finishes with plumbing and
electrical modifications. Demolition drawing services will also be
required. The A/E will design project work to meet VA, OSHA, and NEC
electrical requirements and shall investigate and inspect the existing
area to improve the Canteen Service areas and ensure appropriate
utilities for the necessary equipment. The A/E will design and prepare
working drawings and specifications, perform site visits, construction
period services as the owner's technical representative and reproduce
construction contract documents. The drawings shall be 1/8" scale plan
and shall provide the following information: 1) Show exact locations
of existing conditions and limits of construction. 2) Provide detail
sections, notes and other information that is necessary to complete bid
documents. 3) Prepare project specifications by editing the VA Master
Specifications. 4) Provide an integrated phasing plan for construction.
The A/E will provide four review sessions with the VA for comments and
revisions. Four sets of documents shall be furnished for each review.
Twenty sets of drawings and five sets of specifications are required
at 100% completion 10 days after the final approval. All construction
drawings shall be provided on Autoclad V.14 and all specifications
shall be provided on Microsoft Word V6.0. The estimated construction
cost range is between $500,000 and $1,000,000 and is subject to the
availability of funds. This acquisition is open to both small and large
businesses located within a 100 mile radius of the metropolitan area of
Pittsburgh. The standard industrial classification code is 8712. Firms
desiring consideration shall submit two copies each of forms SF254 and
SF255 to arrive no later than close of business (4:30pm) on 4/22/99
with cover letter of interest directly to the Contracting Officer,
