Smoot, 202-565-4181 Architect or architect/engineer firm to provide
professional services for advanced planning and design of a project
that may include, but is not limited to: New Construction and
Renovation of adjacent space (approximately 26,500 gross square feet of
new construction and 4,500 gross square feet of alterations). At a
minimum, this project will include relocation of the surgical suite and
post anesthesia care unit from Bldg.1, 3rd floor to Bldg. 26, 5th
floor. New construction includes an interstitial space to serve as
mechanical space for the floors above and below and to allow floor
alignment between the ambulatory care/critical care building (Bldg. 26)
and the main hospital building (Bldg. 1). The new surgical suite and
PACU will be located directly above the intensive care units with
convenient elevator access. Also in the scope of work, the new surgical
suite will provide for both inpatient and outpatient surgeries. The
project will include accommodations relating to proper support space
from our existing SPD located in the basement of Bldg.1. All HVAC,
plumbing, medical gas, and other mechanical systems will be installed,
as well as electrical and communication systems that normally
accompany a new addition for a surgical suite and PACU. Required
services will include schematics and/or design development, including
all appropriate architectural and engineering disciplines, an estimate
of the cost for construction, and project phasing. The contract will
include a government option for construction documents preparation and
construction period services. Only firms with in-house architectural
services, experienced in the design and renovation of medical
facilities will be considered. Emphasis will be placed on estimating
capabilities and previous successful experience with renovation of
existing operational medical facilities. Applicants must have an
established working office within a 100-mile radius of the site of
sufficient size and experience to accomplish the work. This proposed
acquisition is a 100% small business set-aside. Firms must indicate in
response whether they meet the requirements for a small business
concern. No firm will be considered unless an application consisting of
a completed SF 255 and other evidence of experience and capabilities
the applicant considers relevant, is received by the VA A/E Evaluation
& Program Support Team within 30 days of the date of this
advertisement. A current SF 254, representing and differentiating
between the personnel, experience and capabilities of all involved
offices, must be included with the application together with current SF
254s for each proposed consultant's office involved. Applications will
be rated based on the relevant experience of both the firm(s) and
assigned individuals, the applicant's capacity to do the work, record
of past performance on VA work, geographic consideration, the
participation of minority-owned and women-owned consultants, and
demonstrate success in prescribing the use of recovered materials and
achieving waste reduction and energy efficiency in facility design.
Award of a contract is dependent upon the availability of funds. This
