This notice is a combined synopsis/solicitation/RFQ for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The purpose of this procurement is to remove two existing boilers and associated components in buildings N202/202A and reinstall only one (1) new Government Furnished boiler and associated components in accordance with a PERFORMANCE WORK STATEMENT (PWS). The Service Contract Act, Wage Determination No.94-2061, Revision No. 10, dated 6/22/98, in response dated August 25, 1998, by the Department of Labor to Notice of Intention to make a Service Contract and Response to Notice No. A2106327, applies. The provisions and clauses in the RFQ are those in effect through FAC 97-11. This procurement is a total small business set-aside. See Note 1. The SIC code and the small business size standard for this procurement are 7699 and $5.09M, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA Ames Research Center is required within 60 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C3. Quotations for the items(s) described above may be mailed or faxed to the identified point of contact LISTED ABOVE by the date/time specified and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters shall provide the information required by FAR 52.212-1. Addendum to FAR 52.212-1 is as follows: Compliance with Veteran's Employment Reporting Requirements (February 1999). By submission of its offer, the offeror represents that, if it is subject to the reporting requirements of 37 U.S.C. 4212(d)(i.e., VETS-100 report requied by Federal Acquisition Regulation clause 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era), it has submitted the most recent report required by 37 U.S.C. 4212(d). If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Unless otherwise stated in the solicitation, for selection purposes, technical, price and Past Performance are essentially equal in importance. It is critical that offerors provide adequate detail (especially PAST PERFORMANCE) to allow evaluation of their offer (see FAR 52.212-1(b).
