Systems Station, Dahlgren Division, NSWC, Panama City, Florida intends
to award a sole source contract to Cogent Defense Systems, Newport,
South Wales for Power Cable Technological and Production Engineering
Services required for the Surface Mine Countermeasures Surface
Influence Sweep Program. The contractor shall provide personnel,
materials, facilities, equipment and test instrumentation for
establishing production methods and demonstrating these methods through
prototype production of underwater power cables, their terminations,
and repair procedures. Examples of tasks include (a) advancing state of
the art in cable jacket materials and large scale intrusions, (b)
design of crimp and termination methods and demonstration through
prototype tooling and production, (c) establishing the industrial base
for production and subcontractors to support the production of new
design underwater power cables and recognized technical espertise to
address the solution to a problem related to repair of new design
underwater power cables. This solicitation is not available for full
and open competition due to the efforts already completed by Cogent
Defense Systems. Cogent Defense Systems has previously performed three
extensive design studies exploring fifty possible jacket materials.
They have already created mathematical models based on numerous
variables including conductor temperature, cable density, conductor
resistance, ambient temperature, thermal resistance, material strength,
construction, conductor size and current capacity. To have another
contractor come in at this time would not be able to duplicate the
efforts that have already been performed without great expense and it
would be very time consuming for another contractor to reach the
knowledge base Cogent already has. The period of performance for this
effort will be five (5) years from date of award. SEE Note 22. Posted
