telephone inquires will be accepted. This publication serves as a
notice of intent to procure a sole-source contract with James Madison
University (JMU), Harrisonburg, Va 22807. The contract will be
firm-fixed price. The period of performance is from the date of
contract award through 31 Dec 99 with four one year options. The
Standard Industrialization Code (SIC) is 8221, Colleges, Universities
and Professional Schools. This action is initiated to contract support
for the U.S. Department of Defense (DoD) and the U.S. Government's
Humanitarian Demining program. This action serves as the DoD low-key
interface with private and international organizations and institutions
involved with addressing the worldwide problem of landmines. The
contractor shall provide staffing, development and maintenance of a
Mine Action Information Center (MAIC), maintain and upgrade a web site
and publish an internationally recognized Journal on Humanitarian
Demining. The contractor shall also provide sponsorship and logistical
host support of landmine-related conferences and symposia, as well as,
provide institutional and team member interface and coordination within
the international mine action community. The contractor shall also
submit reports and conduct studies, create appropriate databases and
other work required by the Department of Defense. The contractor must
be able to demonstrate 1) international recognition in the
aforementioned areas, 2) global credibility in the discipline of global
humanitarian demining and 3) a highly knowledgeable staff in the area
of global humanitarian demining. This synopsis is a notice of contract
action and shall not be considered a request for offers; see Note 22.
