The contractor shall be an experienced Underwriter with complete knowledge of FHA regulations and practices who will perform Valuation/Mortgage Credit Pre-Closing Reviews on an as needed bases for the Santa Ana Home Ownership Center (HOC). The contractor shall perform a detailed pre-endorsement review of selected Direct Endorsement (DE) appraisals and loan packages to determine the accuracy and quality of the appraisal report and the mortgage credit evaluation. The contractor shall be responsible for making the necessary arrangements for pick-up and delivery of the cases selected for review. The contractor shall evaluate and rate the work performed by the Appraiser and DE Underwriter by reviewing the cases submitted bt the HOC. The evaluation and rating shall be in accordance with the current U.S. Department of Housing and Urban Development (HUD) Handbooks, Mortgage Letters issued by Washington Headquarters, and the Santa Ana HOC, Housing Division Circular Letters and the Santa Ana HOC Policy Manual and other pertinent written policy communications, notices and handbooks. The purpose of this review is to: 1. Determin if the loan is insurable; 2. Evaluate the Lenders capacity to function as an approved Direct Endorsement Underwriter. Posted 03/19/99 (W-SN310662).
