Environmental Protection Agency (EPA) intends to negotiate and award a
SOLE SOURCE simplified acquisition(see FAR Part 13) to Boston
University, Skin Oncology, Cancer Prevention & Control Center Skin
Cancer Prevention Team 720 Harrison Avenue DOB-801A Boston, MA 02118.
The work to be performed by the Team will be an evaluation of the
Sunwise School Program, a comprehensive environmental and public health
program for U.S. elementary schools, to raise children's awareness of
the largely preventable health risks from overexposure to the sun, and
to teach simple sun safety practices. Work to be completed includes:
development and submittal of a survey instrument designed to identify
current sun safety knowledge and behaviors among young students and
parents, the contractor shall analyze the survey data and prepare a
written report of the survey results; development of a scientifically
designed instrument or questionnaire for measuring student and teacher
receptivity through pilot discussions with teachers, health educators,
and science teachers, the contractor shall collect the information,
analyze the data, and prepare a written report of the results;
development of a scientifically designed instrument or questionnaire
for measuring the receptivity of school administrators through pilot
discussions with teachers, health educators, and science teachers, the
contractor shall collect the information, analyze the data, and
prepare a written report of the results. The Sunwise School Program
believes that successful evaluation of the program will require
expertise in the area of skin cancer and its related areas, the
presentation and interpretation of public-health data, evaluation of
various intervention approaches, and in forging links between various
parties in the sun-protection and public-health communities. Any
potential offeror that believes their company can perform the work
stated here should forward a capability statement (do not send company
brochures or pamphlets) stating the experience and knowledge of the
company and personnel. Also, samples of previous work (if available)
would be helpful. This capability statement is not a factor for
evaluation. It will be reviewed to determine if the potential offeror
has the basic level of knowledge and experience necessary to
successfully complete the work described above. Statements will be
