National Laboratory, operated by the University of California for the
Department of Energy (DOE), Los Alamos, New Mexico, hereinafter
referred to as the "Laboratory," requires a single contractor for the
design and construction of the Nonproliferation International Security
Center (NISC). The Environmental Assessment (EA) is pending. This
notice is for firms dominant in the field of design and construction of
large projects similar to the NISC. The project entitled the
Nonproliferation and International Security Center will be a four-story
office/light laboratory structure containing approximately 164,000
square feet (gross) of space and will include a full basement. The
facility will house 465 people in spaces designed for technical and
administrative offices, light laboratories, and light manufacturing.
Laboratories will support radiological activities, physics,
electronics, optics and instrumentation development. Other features
will include a high bay laboratory with an adjacent machine shop and a
Sensitive Compartmented Information Facility (SCIF). The third floor
will also include future expansion of SCIF activities. The estimated
cost range of the project is between $35M-$45M. The project will be
incrementally funded in FY00-03 subject to appropriation of funds. The
Laboratory will utilize a two-phase selection process, phase one is a
request for qualifications (RFQ) and phase two is the request for
proposal (RFP). Interested firms may obtain copies of the RFQ on the

direct notification for this Request for Qualification should be faxed

shall respond to the selection criteria as stated in the RFQ. The
Laboratory will select a maximum of three top ranked respondents to
