(703) 697-0990 This amends the original notice published March 15,
1999. The Washington Headquarters Services, Real Estate & Facilities
Contracting Office has a requirement for a qualified prime contractor
to provide all labor, equipment, materials and incidentals needed for
renovation of office space in all floors of Wings 7 & 8 and 4th floor
of Wings 4, 5, & 6 of Federal Office Building #2, Arlington, VA. There
will be base period (Phase I) which will include demolition of
interior, mechanical, electrical plumbing, etc and renovation of
exterior work. Phase II will be an option to the contract. This
optional work is for interior finish and incidental related work.
Execution of the option is at the sole discretion of the Government.
Complete contract duration is 434 calendar days. The total estimated
cost is more than $10,000,000.00. The Standard Industrial Code is 1542.
This procurement will be unrestricted based on the Small Business
Competitive Demonstration Program and the government intends to use
best value method of procurement. Contractors will be required to have
experience on projects valued at $10,000,000.00 or more and where
there are a number of projects underway at the same time in renovations
and alterations of buildings. The prime contractor will be required to
perform at least 50 percent of the total value of the project using
his own workforce. The type of contract is anticipated to be fixed
price award fee. Evaluation criteria will be in descending order of
importance: Management plan; approach & quality control; qualifications
and experience of key personnel; subcontracting plan and price. In
addition to written proposals, all offerors will be required to
participate in oral presentations. The tentative issue date is April
16, 1999 with proposals being due on May 27, 1999. No response will be
made by telephonic request for solicitation packages or other request
that are not in writing. Solicitations are limited in number and will
be issued on a first come first serve basis. Only one solicitation
will be issued per company. Prime contractors may submit a written
request for solicitation packages. These requests for solicitation
packages only may be submitted by facsimile to (703) 614-7929.
Performance and Payment bond will be required prior to receipt of
