The work to be performed under this solicitation involves sealing five to seven contraction joints in the concrete section of Pueblo Dam. Joints to be repaired are between the dam buttress blocks and the work involves both below water and above water work. Sealing of contraction joints shall consist of a contractor- designed system that will, to the maximum extent possible, stop leakage through the selected contraction joints between the buttress blocks of the concrete section of the dam. Leakage through the contraction joints exceeds the capacity of the drainage system in the dam during the winter months. This is a negotiated competitive, firm-fixed price requirement. Technical and cost or price proposals will be required. Technical factors to be evaluated will be the offeror's method to reduce or stop the leakage including design and installation procedures, experience, safety record and construction schedule. Cost or price factors to be evaluated will be the total price, life-cycle costs and the reasonableness, clarity and completeness of the cost or price data. A subcontracting plan will also be required to be submitted with proposals. The estimated price range of the work is $1,000,000 to $5,000,000. The work is situated at Pueblo Dam, approximately 6 miles west of Pueblo, Colorado in Pueblo County. Solicitation packages are anticipated to be available April 16, 1999. Requests for solicitations should be received by May 12, 1999. Proposals are due on or before June 02, 1999, at the Bureau of Reclamation's Great Plains Regional Office, U.S. Federal Building, 316 North 26th Street, Room 2031, Billings, Montana. There is no charge for the first copy of the solicitation, additional sets will be provided upon receipt of a nonrefundable check or money order of $9.00 each.
