Moore, (937) 255-5900 The B-2 System Program Office (ASC/YS) intends to award a sole source contract to Northrop Grumman for a Flexible Acquisition Sustainment Team (FAST) contract for the B-2 aircraft system. This effort will include all sustainment efforts and precise B-2 aircraft improvements. This announcement is for the initial contract which is anticipated to be a 15-year Indefinite Delivery Indefinite Quantity (IDIQ) type contract which will maintain multiple contract types at the line-item level (e.g., cost-plus incentive fee, time & materials, fixed price incentive, firm fixed price, etc.) to accommodate a wide range of potential tasks; the estimated minimum contract value is anticipated to be at least $1M with a maximum contract value of $6B over the 15-year period contingent upon availability of funds. The anticipated award date for this IDIQ contract is August 1999. The first delivery order issued under this IDIQ will satisfy the minimum contract value. An Ombudsmen has been established for this acquisition.The only purpose of this Ombudsmen is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition.
