Command (NAVAIR) intends to negotiate an engine design modification to
Contract No. N00019-93-C-0052 on a cost-plus-incentive fee basis to
reduce the transient and steady state vibration levels which exceed the
current vibration limits in the turbine radial direction of the
T406-AD-400 V-22 engines. This effort will be procured from the Allison
Engine Company, 2001 Tibbs Avenue, Indianapolis, IN 46206-0420. Allison
Engine Company is the designer, developer, and sole producer of the
V-22 T406-AD-400 engine. As such, Allison Engine Company is the only
firm possessing the required knowledge, data, equipment, and facilities
necessary to perform the described effort within the required
