Radio. Departmental Offices, acting as the Department of the Treasury
Executive Agent for Wireless Programs, is soliciting information and
comments from manufacturers, integrators, service providers, and other
interested parties concerning the availability of (1) standards based
narrowband digital Land Mobile Radio (LMR) equipment/systems; (2)
nationwide engineering support, including but not limited to, systems
design/installation as well as nationwide repair and service; and (3)
other alternatives "best value" solutions that might be applied toward
meeting all or part of these particular wireless communications
requirements. The Government encourages innovative solutions and is
interested in solutions which are service-based or a combination of
both services and equipment. The objectives are to obtain input from
industry, academia, and other interested parties to assist the
Government in determining industry's readiness to transition LMR
technology to digital narrowband (12.5 khz) operation and to seek
information regarding possible alternatives to meet Treasury's LMR
requirements. Information is desired on equipment availability,
interoperability, compatibility with current systems, transition from
current systems, cost, impact on mission performance, nationwide
availability, maintenance (preventative and restorative repair), and
service support. The manufacturer shall provide, if available, reports
on interoperability testing, as well as examples of current
TIA/EIA-102 compliant equipment in use. Interested respondents are
asked to include information regarding respondents intent to build
TIA/EIA 102 document series compliant equipment, types of equipment
that will be available, and anticipated or planned availability
time-line. Other information desired: areas in which the equipment is
not fully TIA/EIA-102 compliant; what measures are being taken to meet
the standard; and when full compliance is expected. Also list which
standard options of the TIA/EIA-102 documents are being offered, such
as trunking, Data Encryption, Standards (DES) encryption. Over The Air
Rekeying (OTAR), etc. The manufacturer is also encouraged to list and
explain equipment and software features and measurements that exceed
TIA/EIA-102 standards. The Government also requests comments from
manufacturers building or planning to build similar narrowband LMR
equipment adhering to other standards. These comments should specify
the standards and include the parameters used, types of equipment to be
built, availability time-line and any other pertinent information the
respondent is willing to provide. Responses to the RFI must be
submitted in writing by the close of business on April 26, 1999. Send
