synopsis/solicitation for a quantity of three (3) Power Supplies for
Gasdynamic Mirror Fusion Experiment, Specifications as follows: AC
Input: 480 Volts, 3 Phase, 60 Hz. DC Output: 0-70 Volts, 0-3000 Amps.
Rating: 100% continuous full load service. Ripple: less than 0.5%.
Stability: less than 0.5%. Control: Selectable manual or computer.
Size: Must fit within a space 32"H X 28"W X 57" D, however, designs
having widths smaller than 28" would be more desirable and would be
given preference. NOTE: if the DC output requirements cannot be met
within the size constraints specified above, then designs which produce
the maximum current to a 17 milliohm load will also be considered.
Acceptance testing to verify the operation of the controls and accuracy
of the voltage and current output will be done. The provisions and
clauses in the RFQ are those in effect through FAC 97-11. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. This procurement is a
total small business set-aside. See Note 1. The SIC Code and Size
Standard are 3612 and 750 employees, respectively. The quoter shall
state in their quotation their size status for this procurement.
Delivery to MSFC is required within 90 days ARO including preparation
and approval of the power supply drawings. Delivery shall be FOB
Destination. The DPAS Rating for this procurement is DO-C9. All
qualified responsible sources may submit a quote which shall be
considered by the agency. Award will be based upon overall best value
to the Government, with consideration given to the factors of proposed
technical merit, price, and past performance; other critical
requirements (i.e., delivery, terms & conditions) will also be
considered. It is critical that offerors provide adequate detail to
allow evaluation of their offer (see FAR 52.212-1(b)). Quotations for
the items(s) described above may be submitted via the World Wide Web
using the NASA Acquisition Service (NAIS) Request for Quotation System
(RFQS) -- See the posted On-line RFQ. Quotations can be electronically
executed and submitted by an authorized company representative by April
06, 1999. Quoters shall provide the information requested in the
On-line RFQ. Although the Government would appreciate all quoters
submitting their quotes via the World Wide Web, using FRQS, fax or
paper quotes will be accepted. Quotations shall include, solicitation
number, FOB destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter
shall so state and shall list the country of origin. The
