The U.S. Army Aviation & Missile Command proposes to acquire, on other than full and open competitive basis 1 each Humidity Generation System, Model 2500S(Chamber 15 Inches Wide). The Model 2500S is required for relative humidity calibrations at the TMDE support Laboratory-Edgewood Area, Aberdeen Proving Ground, Maryland. The system is identical to the one used by the Army Primary Standards Laboratory (APSL) at Redstone Arsenal, Alabama, the parent lab to the TSL-Edgewood. The Quality Assurance Branch (QAB) of the US Army TMDE Activity will soon begin a program of measurement audits for calibration quality control in relative humidity between participating labs including the TSL-Edgewood and the APSL. It is imperative that the relative humidity calibration system used by both labs be the same in order for the QAB to readily correlate data taken by independent labs. This is a sole source requirement to Thunder Scientific Corporation, 623 Wyoming S.E., Alberquerque, New Mexico, 87123-3198. Under the authority and Justification for Other than Full and Open Competition of 10 U.S.C. 2304(c)(1), only one source or a limited number of responsible sources are able to satisfy agency requirements.
