DESC: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circulars. The National Finance Center has a requirement to procure on an ESTIMATED quantity per year 500 rolls of Vesicular Duplication Film 1/4" Black Stripe, "B" 105mm X 1000' x 5 mil, 2 rolls per box and an estimated quantity of 1000 rolls of Diazo Duplicating Film 16mm X 1000' X 4 mil, Black in color, 20 rolls per box. The National Finance Center intends to enter into a Firm Fixed Price Requirements type contract for a base year and two option years. Delivery of film will be FOB Destination. Film shall be delivered to USDA, OCFO, National Finance Center, 4432 Poche Court West, New Orleans, LA 70129 within 15 days after verbal order has been placed. The provisions at FAR 52.212-1, Instructions to Offerors Commercial, applies to this acquisition and a statement regarding any addenda to the provision and the clause FAR 52.212-4 -- addenda to the provision and clause apply to this acquisition. In addition Far 52.212-3, Offeror Representation and Certifications -- Commercial Items, shall be required by offerors. Small Business Set Aside Award will be made only if the offeror, the product or the manufacturer meets qualification requirement at time of award. The provisions at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, Numbers 12, 13, 14, 15, 16, 21 and 22 applies to this acquisition.
