This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This synopsis/solicitation represents a Request for Proposal (RFP) and proposals submitted in response must reference 196P9900836. This RFP incorporates all required provisions and clauses in effect through Federal Acq. Circular 97-10 as if stated in full text, as well as the Department of Commerce Agency Level Protest Procedures listed at http://www.uspto.gov/web/offices/ac/comp/proc/protest.htm. The Patent and Trademark Office (PTO) currently own 6,000 licenses of Trusted Enterprise Management Software (TEM) version 2.03 and has a requirement for an upgrade of the 6,000 licenses to 2.05 and add 4,000 additional licenses of version 2.05, plus maintenance for 12 months on all 10,000 licenses. Master Design and Development -- 1111 Deerwood Road, Suite 200, Sam Ramon, Ca. 94583 is the sole developer of these license. This agreement will be awarded by purchase order to an authorized reseller of TEM products.
